- W911QY-18-R-0022 - RFP This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a "Request for Proposal". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. This is a Total Small Business Set Aside using Simplified Acquisition Procedures IAW Federal Acquisition Regulation (FAR) Part 13 under the associated North American Industrial Classification System (NAICS) code 611430 - Professional and Management Development Training, with a small business size standard of $11.0M in annual receipts. The Army PM Special Program (PMSP) has a requirement for a Requirements Service Contract for Military Freefall Off-Post Training (OPT) and Advanced Free Fall (AFF) training approximately four times per year during the period of 1 JUN 2018 - 31 MAY 2019. In addition to the one year Period of Performance, there are four (4) potential additional one (1) year optional periods. The contractor shall provide the required training sites, training aids, and training support personnel to support the training objectives and timeline in accordance with the specific mission requirements identified in this document. This RFP describes the work necessary to effectively support the stated training objectives and satisfy the Commander's Intent for training. The contractor shall provide the required training support in accordance with the specific mission requirements identified in this document. PERIOD OF PERFORMANCE The period of performance for this contract shall be as shown below. Base Year 1 JUN 2018 - 31 MAY 2019 Option Year 1 (if exercised) 1 JUN 2019 - 31 MAY 2020 Option Year 2 (if exercised) 1 JUN 2020 - 31 MAY 2021 Option Year 3 (if exercised) 1 JUN 2021 - 31 MAY 2022 Option Year 4 (if exercised) 1 JUN 2022 - 31 MAY 2023 SUBMISSION OF PROPOSALS: The responses to this solicitation/synopsis shall be submitted VIA E-MAIL ONLY. Ensure that the e-mail is clearly marked in the subject line with the solicitation number, requirement, and the identity of the submitting firm. Proposals may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your quote. Proposals shall be submitted electronically to Mr. Thomas Halverson at the Natick Contracting Division via thomas.l.halverson.civ@mail.mil. All proposals shall be submitted by 5:00 pm EDT on 17 May 2018. Proposals will only be accepted electronically via the e-mail address provided above. It is the Offeror's responsibility to confirm that their proposal submission has been received. Offerors will not be reimbursed for any costs resulting from quotation preparation or costs associated with inquiring about or responding to this solicitation. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 611430. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. QUESTIONS: Questions regarding this acquisition may be directed to Thomas Halverson at the above listed email address no later than 5:00 pm EDT on 11 May 2018. Questions received after the closing date for questions may not receive responses and will not be grounds for extending the proposal submission date. The Contracting Officer reserves the right to address questions received after the deadline for Q&A but prior to solicitation closing if deemed in the best interest of the Government. Answers to questions posed will be sent to all offerors through a solicitation amendment posted on FedBizOps. Any answers given to offerors which are not included in the amendment shall not change or qualify any of the terms and conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by Natick Contracting Division Contracting Office.
