- N4523A18R1060 Small Boat MAC DRAFT Performance Work Statement (PWS) DRAFT Enclosure 4.1.3 Vessel Library N4523A18R1060 Small Boat MAC DRAFT Attachment J-1 DRAFT Performance Work Statement (PWS) 02MAY18 INFORMATION FOR POTENTIAL OFFERORS: The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a Multiple Award Contract (MAC) for the Life-Cycle Maintenance, Repair and Preservation of 52 Small Boats. The Small Boats are described in the DRAFT Performance Work Statement (PWS) DRAFT Enclosure 4.1.3 Vessel Library. SCOPE OVERVIEW: Work consists of non-skid replacement, preservation, and structural repairs on various types of small boats. These small boats are less than 40 ft. in length, with a maximum weight of 55,000 pounds, with either a steel or aluminum hull. The requirements for each of the 52-vessels are identified further in the provided DRAFT PWS, where each vessel requires a different combination of tasks. TRANSPORTATION: Boats will be picked up by the contractor and delivered back to the government by the contractor, unless otherwise designed by the government. Upon completion of work, the Contractor will be responsible for delivery of vessels back to the Government facility. Certain vessels are trailered and will be available for pickup at one of several Government locations (Naval Magazine Indian Island, Naval Base Kitsap Bangor, CNRNW Naval Base Everett, or Naval Base Bremerton). Certain vessels are not trailered and will be available for pickup at one of several Government locations (Naval Magazine Indian Island, Naval Base Kitsap Bangor, CNRNW Naval Base Everett, or Naval Base Bremerton). Non-trailered vessels must be towed, not driven, to the contractor's facility. The specific location for pickup/delivery of each vessel will be identified at the task order level. EXPECTED PERIOD OF PERFORMANCE: The Contractor should expect the specified work to take place from July 2018 through September 2020. Work is estimated to take up to 35 days per vessel, depending on the complexity and number of tasks to be performed. The initial delivery date and start of the period of performance per vessel shall be set by mutual agreement, dependent on vessel availability, within the ordering period of the contract. PSNS&IMF PRE-SOLICITATION EVENT: There will be a pre-solicitation briefing conducted during the PSNS&IMF Pre-Solicitation Event to provide clarifications, and/or explanations on the solicitation, source selection process, and other items applicable to potential offerors for the subject MAC. The pre-solicitation briefing will be held during the 2018 Naval Undersea Warfare Center (NUWC) Division Keyport Industry Day. The pre-solicitation briefing will take place at Naval Undersea Museum, 1 Garnett Way, Keyport, WA 98345 on 16 May 2018 from 12:30 pm to 1:30 pm PST. PSNS&IMF pre-solicitation briefing to be conducted during the industry day event is not associated with the Networking Social Event. All prospective offerors are urged to attend PSNS&IMF Pre-Solicitation Event. In order to make the briefing as productive as possible, offerors are requested to submit any questions in writing to the contract specialist and KO dylan.ford@navy.mil and gary.binder@navy.mil no later than 2:00 PM PST, 14 MAY 2018. Prospective offerors are advised that the pre-proposal briefing will be held for the purpose of explaining the Performance Work Statement and terms and conditions in this solicitation, and answering any questions relative to this procurement. All questions submitted before or during the briefing, except for limited clarification questions, shall be recorded and answers will be published to FedBizOpps, FBO.gov when the solicitation is issued. Time is limited for the briefing therefore potential offerors are encouraged to submit questions prior to the briefing. In no event will failure to attend the pre-proposal briefing constitute grounds for a claim after award of any contract. NOTICE REGARDING PRE-SOLICITATION BRIEFING: Information provided in response to this pre-solicitation announcement is for informational and planning purposes only, will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
