- Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a modification to the Geospatial-Intelligence (GEOINT) Data Transformation Services (GDTS) II contract for additional services under CLIN 2002 (Software Design, Code, Integrate, and Test). The GDTS-II contract, covering the baseline GDTS functionality for data sources, was solicited under full and open competition and awarded in December 2015 to Raytheon Company, 1737 East CityLine Drive, Richardson, TX 75082. The NGA believes Raytheon is the only source reasonably available to satisfy the requirements. Pursuant to FAR 6.3021(a)(2)(iii), the “services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in – (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency’s requirements.” The modification is to support the File-Based Upgrade for developing, integrating, and testing software updates to the GDTS software baseline across all three security baselines in one semi-annual release to improve security and sustainability of the system. The performance of work requires technical expertise and experience in System Engineering, Software Development, Security Assessment and Authorization (A&A), and Program Management along with experience and a thorough understanding in NGA test processes, interfaces, and formats that include Data Source Description Document, Mapping Systems Interface Control Document (MICD), MICD Addendum 1, Military Standard (MIL-STD) 2500C, Motion Imagery Standard Board (MISB) Standards, National Support Data Extensions for the National Imagery Transmission Format (STDI-0001), Compendium of Controlled Extensions for the National Imagery Transmission Format (STDI-0002), Implementation Practices of the National Imagery Transmission Format Standard (STDI00005), National Imagery Transmission Format Version 2.1 Commercial Dataset Requirements Document (STDI-0006), and National System for Geospatial-Intelligence Product Description Document (NSGPD). The period of performance for this requirement, under the current option year, will be for six months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
