Description
The project involves the design, replacement, and improvement of roof cover systems at the Charles Bennett Federal Building 400 West Bay Street, in Jacksonville, Florida. The existing roof cover is severely deteriorated. During Hurricane Irma the roof was severely damaged, Moisture migration and entrapment at the roof cover is disrupting tenant operations as well as precluding satisfactory thermal performance of roof insulation materials. In addition, the roof cover does not meet government and industry standards for energy and environmental conservation by the roof surface. The existing low-slope roof cover involves two (2) roof areas; Main building roof and penthouse roof both containing 36770 square feet. The existing low-slope roof cover consists of a multi ply asphalt roofing membrane system with a river gravel ballast and board insulation over a metal deck on a steel structure. The roof assembly also involves metal flashing and parapet caps; internal rain leaders; and associated sealants. It is assumed that asbestos containing materials (ACMs) are not present. This will be confirmed via testing completed by the design-builder in the investigative phase of the project. A change order will be issued for the removal of any ACMs, if found. The designer-builder shall design and construct appropriate repairs, replacements, and improvements of the low-slope roof cover, rainwater drainage systems, and joint sealant systems. New low-slope roof membranes are limited to atactic polyproylene (APP) or styrene butadiene styrene (SBS) modified bitumen roofing systems. The surface of the roof membrane shall be highly reflective. New joint sealants are limited to silyl terminated polyether, silyl modified polyurethane, and standard polyurethane and silicone sealants. Section 4 of this statement of work provides additional requirements for these new systems and components. This project requires construction and demolition (C&D) waste diversion plans, waste diversion monthly reports, and related documentation. The Designer-Builder shall also provide a web-camera surveillance system to monitor on-site work progress on low-slope roofs through project completion. In addition, the designer-builder shall provide a twenty-year (20-year), no-dollar-limit (NDL) warranty on all areas of low-slope roof replacements. The low-slope roof warranties shall include wind riders to cover damage caused by wind up to the design wind speed for the building location or up to 140 miles per hour, whichever is less.
