Description
Sample Analysis Services of Terrestrial Organic Materials THIS IS A SOURCES SOUGHT NOTICE ONLY. NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE. This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 541380 (Testing Laboratories) and the size standard is $15 million. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The U.S. Geological Survey (USGS), Geologic Hazards Science Center, Earthquake Hazards Reduction Program, Golden, CO has a requirement for Sample Analysis Services. The Cascadia Loss Reduction Products project of the USGS Earthquake Hazards Reduction Program is studying evidence for prehistoric earthquakes and tsunamis in salt marshes that suddenly subsided during great earthquakes. Detailed studies of this type are needed to provide estimates of great earthquake recurrence and magnitude along the Oregon and Washington coasts. Such estimates require precise ages calculated from the results of accelerator mass spectrometer radiocarbon analyses on small samples of organic material from cores of sediment beneath salt marshes. Such analyses and ages are required to complete this study. The work requires a radiocarbon preparation laboratory and accelerator mass spectrometer facility with a proven track record of precise analyses on a range of terrestrial organic materials and satisfactory past performance of meeting delivery requirements. As each batch of samples is received, contractor shall perform a series of sample pretreatments using standard methods for pretreating accelerator mass spectrometer 14C samples of plant fragments. Some samples are small (0.2-1 mg) and will require careful monitoring of sample response to pretreatments to avoid destroying the sample. Contractor shall convert the sample to graphite and analyze each sample for its 14C content in an accelerator mass spectrometer tuned for measuring ratios of 14C and 12C. Contractor shall insure that each sample is measured for the amount of time required to obtain standard deviations on 14C ages of less than +/-35 14C years on 500- to 5,000-year-old samples containing as little as 0.2 mg of plant material. Contractor shall determine the 13C/12C ratio for each sample using in-line stable 13C analysis (for example, Glaser et al., 2005; Jull, 2007). A scope of work will be provided with any solicitation that may be issued. All business concerns who believe they can responsibly provide this type of service should submit the following information to the contracting officer. 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3.The firm shall specify that they are either a small business (8(a), HUBZone, SDVOSB, etc.) Or other than small business under the NAICS Code listed in the announcement. 4.The firm shall provide a point of contact name and e-mail information, and the firm ¿s Cage Code, and D&B Number. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for quotations. The Government does not intend to award a contract based on responses received under this announcement. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration by May 11, 2018.
