- This is a SOURCES SOUGHT NOTICE strictly for market research purposes. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE The purpose of this notice is for planning purposes only and to obtain information regarding the availability and capability of qualified small business sources (e.g., 8(a), service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned or economically-disadvantaged women-owned small businesses) under NAICS 519130 with a size standard of 1,000 employees, that have the capability, experience, and expert knowledge in the area of providing: a) a web-based citation indexing subscription based product that provides access to the world's leading citation databases containing current and retrospective research and professional data in the sciences with backfiles to 1900 or earlier; and, b) an on-line subscription based product delivering access to proceedings of international conferences, symposia, seminars, colloquia, workshops, and conventions with coverage across 256 disciplines - including: engineering (electrical and electronic), computer science (theory and methods), computer science (information systems), optics, economics, materials science, software engineering, medicine, environmental sciences, physics, agriculture, biochemistry, biology, biotechnology, and chemistry, with up to 5.2M papers from 148,000+ conferences since 1990 with direct links to the full text of proceedings papers. Your response to the information requested will assist the Government in determining the appropriate acquisition method. NIST does not intend to award a contract on the basis of this notice, or otherwise pay for information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST's use of such information. There will be no Question and Answer period associated with this Sources Sought Notice. The web-based citation indexing subscription based product shall include: >coverage of >12,000 journals with backfiles to 1900 or earlier >cover-to-cover indexing >cited reference(s) and chemical structure(s) searches >author identification tools >analysis capabilities and visualization tools >direct links to full text and library holdings information unlimited 24/7 electronic access from NIST Researchers' desktops or anywhere within the NIST Gaithersburg, MD and Boulder, CO domains; >intuitive search interface for quick and easy access to content; >externally hosted database with IP authentication; >ability to full integrate with Journal Citation Reports >ability to maintain the integrity of the current institutional dataset The conference proceedings on-line subscription based product shall include: >tool to search article records from 148,000+ proceedings of significant conferences, symposia, seminars, colloquia, workshops, and conventions worldwide since 1990; >global citation index covering conference literature in all scientific and technical fields expressed above; >ability to save searches as e-mail alerts; >compatibility with NIST's current databases; >externally hosted database with IP authentication; >ability to provide the researcher with a value indicative of the number of times his/her research is cited; >ability to fully integrate with the web-based citation indexing subscription based product defined herein as a) The subscription based products must come from a reliable, peer-reviewed source and have clear, concise and easy-to-follow instructions and prompts appropriate for beginners and experienced searchers. The subscription based products shall be 508-compliant. In order for a vendor to clearly convey their capability to fulfill the above-identified needs, they MUST SUBMIT the following information: 1. Brief narrative providing evidence of the ability to administer robust subscription based products containing the content and compliant with the specifications described herein. 2. URL's granting access to the portals of the on-line subscriptions 3. Capabilities Statement discussing core competencies. 4. Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes. 5. Indication of whether your company currently has an active registration, including on-line representations and certifications at the System for Award Management (www.sam.gov) website. Contractors must have a valid, current registration to be considered for award. No telephone requests will be honored. All information provided will become property of NIST and will not be returned. The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of their capability statement assessment, but may be contacted for additional information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). All capability statements and information requested above must be submitted via e-mail to randy.schroyer@nist.gov. Responses must be submitted not later than the response date for this Sources Sought Notice. Responses shall be limited to 8 typed pages, including attachments.
