Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with IOP Publishing, Inc., Philadelphia, PA under the statutory authority permitting other than full and open competition, 41 U.S.C. 1901, as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501 Simplified Procedures for Certain Commercial Items, to acquire on-line access to the IOPcorporate e-Journal collection. This is a sole source inasmuch as IOPcorporate offers a range of high-impact, peer-reviewed journals featuring content from across the scientific spectrum, to which IOP Publishing is the exclusive distributor and the owner and/or licensor and/or licensee of all the intellectual property rights in the journals included within IOPcorporate. The collection is not available on-line through any other interface or vendor. A firm fixed-price purchase order will be issued on or about November 16, 2018 for a 1-yr. base period and include four (1-yr.) option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 18 May 2018. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Proposal (RFP) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 519130 and the size standard is 1,000 employees.
