- CDLC1617/LC11037 Thomas Jefferson Building Exterior Handrails, Ground Floor Entrance, West Main Pavilion, Washington, D.C. PRESOLICITATION NOTICE/SYNOPSIS. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. PROJECT MAGNITUDE : Between $100,000 and $180,000 The Architect of the Capitol (AOC), Acquisitions & Material Management Division, 2nd and D Streets SW, Washington, DC, is hereby notifying interested bidders of its intent to issue an Invitation for Bid for construction and all the labor and materials necessary for the complete fabrication and installation of exterior bronze decorative railings with stainless steel decorative posts and all associated anchorages and attachment hardware, including all required submittals. The phased handrail installation is to be performed at the Library of Congress Thomas Jefferson Building Carriage Entrance. Except as otherwise provided in the solicitation documents, the successful bidder shall furnish all the labor, equipment, and materials required to perform the work and complete the installation by October 2018. Bidders are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited using an Invitation For Bid (IFB) consistent with FAR Part 14. Instructions to bidders and the Government's evaluation process will be further detailed in the forthcoming solicitation. The Government intends to award a single Firm-Fixed Price contract resulting from this solicitation. The IFB, and any subsequent amendments, will be issued in electronic format only and will be available for download on or about May 18, 2018 on Federal Business Opportunities (www.fbo.gov). For security reasons, the AOC is NOT permitted to post or electronically transmit drawings. Therefore, the IFB's associated plans and specifications will be provided on compact disc to interested bidders only upon written request. To obtain a copy of the plans and specifications, firms must provide their written requests via e-mail at dscott@aoc.gov. Bidders shall mark their request attention Mr. Desmond Scott, Contracts Specialist; identify the solicitation number, your full company name, mailing address, telephone number and a contact person. Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. Bidders shall address all questions in writing to Mr. Desmond Scott, Contract Specialist, via email at dscott@aoc.gov. TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED. Scheduling of a pre-bid meeting and site visit is anticipated with details to be outlined in the IFB.
