Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with the University of South Carolina (USC), Columbia, SC using the procedures in FAR Part 13, to provide molecular analysis to identify and quantify ichthyoplankton samples for the National Marine Fisheries Service. The objective of the proposed work is to examine the feasibility of analyzing entire plankton samples for identification of larval fish and to quantify DNA in order to determine the number of larval fish present in the sample. Sorting ichthyoplankton samples is labor intensive, expensive and alternative molecular approaches need to be explored to increase efficiency. Newly developed molecular techniques have the ability provide exhaustive examination of an entire plankton sample. Although these techniques provide valuable presence/absence data, quantification of the larval fish is required to create useful relative larval abundance indices used in stock assessment models. The work conducted by USC will involve using newly developed molecular techniques in order to provide exhaustive examination of an entire plankton sample. The molecular laboratory at USC has the equipment and the skill set in order to run this novel molecular approach to analyzing plankton samples. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1:00 pm, May 8, 2018 to be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Kelly.Parr@noaa.gov by 1:00 pm, May 8, 2018.
