- The USDA NRCS is preparing to issue a solicitation for work to remove and replace roofing on several buildings at the Norman A. Berg National Plant Materials Center, 8791 Beaver Dam Road, Building 509 BARC E, Beltsville, MD 20705. The project includes providing all labor, materials, supplies, tools, equipment, transportation, facilities, expertise and supervision as necessary to repair and replace asphalt shingle roofing with same on specified buildings; and, if funding allows, additional steel roofing on others. The Contractor shall remove, and properly disposing of, existing roofing on approximately 4,514 square foot of roofing on buildings 509B, 509C, and 509D, a breezeway to Building 512 and a small shed and replace with asphalt roofing material. In addition, the contractor will install new gutters and gutter guards on 392 linear feet on the above buildings to keep out leaves and debris. (The Government currently has on hand 500 linear feet of new, unused gutter guards which shall be utilized first). Optional work includes removing, and properly disposing of, approximately 2,750 square foot of roofing on Building 509F and an attached lean-to and replacing with steel roofing material. In addition, the contractor will install new gutters and gutter guards on 125 linear feet of the above buildings to keep out leaves and debris (utilizing first what is remaining of the Government furnished 500 linear feet of new, unused gutter guards not used above). The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 7 days of award. The solicitation package and statement of work and construction wage determination will be posted and available from this site on May 18, 2018. A site showing to inspect the site will be held on Tuesday, May 22, 2018 at 10 a.m. Participants should meet on site: 8791 Beaver Dam Road, Building 509, Beltsville, MD 20705. Performance time is 7 calendar days. Magnitude of proposed construction: between $25,000 and $100,000.
