- TSOMIS II_Question_Form TSOMIS II Agenda Industry Day/Site Visit Industry Day Announcement for Threat Systems Operations and Maintenance Integrated Support (TSOMIS) Industry Day Announcement/Site visit is closes for attendance on 4 May 2018 at 1700 Hrs (5:00PM) EST. (Update 4) More updates below. The Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI) is hosting an Industry Day for the Threat Systems Operations and Maintenance Integrated Support (TSOMIS) program. Updates will be made bold and shall be numbered. Currently we are on update 1. When: Tuesday, May 15 and 16, 2018, 9:00 a.m. to 17:30 p.m. (update 4) Where: White Sands Missile Range (WSMR), NM 88002. BLDG 90121 (mile marker 18.5) Conference Room 6. Directions: Proceed to White Sands Missile Base, take Nike Avenue East for approximately 18.5 miles and then turn left and proceed down road for approximately 1 mile. Building 90121 is the first building on the right. Approaching from Orogrande requires gate access card. Why: Provide an overview of the TSOMIS requirements and familiarizations of equipment. Program Manager Instrumentation, Targets, Threats, and SOF Training Systems (PM ITTS) Threat System Management Office (TSMO) has a requirement to provide integrated operation, maintenance, and technical services. TSOMIS will enable PM ITTS TSMO to deploy, operate, repair, maintain, fuel, inventory, replenish, and prepare systems and equipment for deployment and redeployment for test events utilizing PEO STRI systems. The spectrum and preponderance of the effort required is to provide services to deploy, operate, maintain and redeploy relevant threat signals simulators, including unique injection jamming devices, virtual training, virtual infrastructure and foreign commercial cell phone systems in a live, virtual and constructive (LVC) electronic warfare (EW) environment. In addition, the program integrates operating software for incorporation into systems and will provide support for electronic attack, electronic surveillance and electronic protection in the EW environment. The effort will also provide threat information operations (IO) environments and will provide infrastructure and test capacity for portrayal of validated operationally realistic threat representative environments in support of Army test and training requirements. The anticipated applicable North American Industry Classification Systems (NAICS) code for this requirement is 541330 engineering service, with a size standard of $38,500,000 and the Product Service Code of J069, Maintenance, Repair and Rebuilding of Equipment. This effort is currently estimated at $249 M. There is limited space available at this event, so all interested parties are encouraged to register as soon as possible. All interested parties shall fill out the attached Excel file titled 5000-E NCIC-III Request and E-mail your request form encrypted to: Ralph.R.Gallegos.civ@mail.mil. It is the responsibility of the interested party to ensure that all attendees are U.S. Citizens and have proper authority for access to WSMR on the scheduled industry days. Disclosure of your Social Security Number (SSN) on the form is voluntary. However, failure to provide SSN may cause delays in approval or denial. Individuals that provide a request will receive the White Sands UXO and NO photography briefings and the verifying paperwork shall be on file with their respective organization. (Update 3) Per the direction of the WSMR security office; if you are a CAC holder you do not need to process a 5000-E NCIC-III request form and can escort one person into the base. Once access has been approved please provide attendee information by emailing Mr. Byron E. Perez, Byron.E.Perez.Civ@mail.mil or jean.m.borowski.civ@mail.mil. Registration will be limited to the first 85 (update 1) registrants, with a maximum of 4 per company. This notice shall be amended once capacity has been reached. Update 1: The Government intends to hold one on one meetings with attendees on the second day of the Industry Day, 16 May 2018. The schedule will be determined on a first come first serve basis. Once you have processed your access request through the WSMR security office and you are sending your attendee information please verify your interest in a one on one meeting with the Government. The Government will then schedule your time and provide a scheduled time. The meeting will be no longer than 30 minutes, but maybe shorter depending on the number of participants requesting meetings. Disclaimer: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not assume liability for costs incurred by any attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. Update 4: All attendees that were granted access through White Sands Missile Range Access Badge (WAB) form 102 must take a copy to either gate to obtain a pass for the duration of the visit. As a reminder. approaching from Orogrande gate requires gate access card. The Government team is requesting questions prior to one on one meetings. All questions will be posted on the Government Point of Entry site, FedBizOps.Gov. A list of all industry partners (company name only) that attended shall also be posted for ease of teaming arrangement coordination or finalization. All request for attendance received prior to the time this notice closes will be honered up to the maximum capacity. If you have not received access to WSMR, but sent an email requesting access to WSMR and/or attendance prior to the closing of the announcement the Government will work with you to ensure attendance. However, it is the obligation of the attendee to gain access to WSMR (please read the note below). Lastly, provide the names, contact information (email and phone number), cage code of the business and size of the business with your request and remember to verify if you are requesting a one on one or not. Note: In order to attend Industry Day/Site Visit Interested parties are to request access to the WSMR base from the WSMR security office as they are the only ones that are able to grant access to the base. If you have a CAC card (per the security office) you have access to WSMR already. Without approved access into WSMR you cannot access the base and therefore are unable to attend the industry day/ site visit.
