Description
Request from Industry Topic - P3 This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the information below, vendors are invited to provide responses to the request below. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. CECOM will host Software Solarium 3 on 22-23 May 2018 at Aberdeen Proving Ground, MD. Software Solarium 3 will provide a venue for discussion and development of action plans to address the challenges associated with the growth and capabilities of software in the Army's portfolio. The Army designated the U.S. Army Communications-Electronics Command's (CECOM) Software Engineering Center (SEC) as the Center of Industrial and Technical Excellence (CITE) for Army Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems Software Maintenance. The CITE designation allows SEC to enter into Public Private Partnerships (P3) with private companies for software development and sustainment activities. The purpose of this RFI is to solicit feedback from industry regarding U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) services that would be useful in software P3's. SEC's goal is to build long-term partnerships with industry though shared facilities, equipment, information, and resources to improve quality and reduce defects in software products. There are three types of P3 partnerships: a. Workshare - A partnership in which a government buying activity (Program Executive Office/Project Manager), in collaboration with a contractor and an organic product support activity, determines the best mix of work, capitalizing on each partner's capability. The workload is then shared between the contractor and the organic activity. b. Direct Sales - An arrangement whereby military and commercial entities enter into a business relationship for the sale of depot maintenance articles or services to an outside (non-government) entity, usually a contractor (SEC is a subcontractor). c. Lease - An arrangement that allows a private-sector entity to have access to, and beneficial use of, facilities or equipment that is real or personal government property. Facilities and equipment may be made available for lease, so long as the arrangement does not preclude the government activity from performing its mission. (e.g. laboratories and C4ISR equipment at APG, Fort Sill OK, Fort Lee VA, Fort Huachuca AZ). SEC services include: • Software Development and Testing • Software Assurance/Cybersecurity • Independent Verification and Validation SEC is seeking industry's ideas and recommendations on which services are most valuable to industry in establishing a Public Private Partnership (P3). Input should be provided via electronic mail to Richard Medley, Richard.medley2.civ@mail.mil no later than 4:00PM eastern daylight time, 4 May 2018. Responses should be no more than 2 pages, and should be submitted electronically as one complete document to include if the vendor would be willing to present and further discuss during the upcoming Software Solarium. Presentations will be limited and by invitation only. Invitations will be sent NLT 9 May 2018. Favorable replies must submit a copy of their slide presentation NLT 16 May 18. NOTE: VENDORS WHO REGISTER AND ARE NOT IN RECEIPT OF A SPECIFIC INVITATION MAY BE REFUSED ADMITTANCE.
