- Description
- 1. The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the requirements listed below in paragraph 4.iv. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. 2. The proposed NAICS for this effort is 541612 (size standard $15M) Human Resources Consulting Services. Comments on this NAICS and suggestions for alternative codes must include supporting rationale. 3. Interested parties must be registered in the System for Award Management (SAM). A business must be certified by SBA if responding as an 8(a) firm and HUBZONE small businesses must be certified by SBA by the time of proposal. A Service-Disabled Veteran-Owned Small Business (SDVOSB) must represent to the contracting officer that is it certified as such at the time of offer submission. A Women-owned small business (WOSB) self-certified as EDWOSB or WOSB must have submitted its documents to SBA's WOSB Program Repository at the time of initial offer. Small businesses shall specify if any kind of teaming arrangement will be involved and "other than small" businesses shall address subcontracting if opportunities exist. 4. Interested parties are requested to submit an unclassified capability statement, limited to 10 pages, that includes: i) Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Include DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). ii) IAW FAR Subpart 19.502-2, it should address how you will be competitive "in terms of market price". iii) Information describing partnering/subcontracting (if any) in order to fulfill the requirements such as this. iv) Targeted capability statements that provide detailed information regarding the following: 4.1. Provide an Enterprise license to web-based Human Resource subscriptions. Access shall include: 4.1.1 Unlimited number of designated employees covered by the license. 4.1.2 Unlimited teleconference participation 4.1.3 Unmetered access to Subject Matter Experts 4.2. Provide unlimited, enterprise-level access to web-based Human Resources research for designated personnel. The subscription shall have implementation resources to gather information from the business stand point, identify Human Resources needs, diagnose internal and external leadership gaps and develop communication strategies. Access shall include: 4.2.1 Identification of common challenges and proven solutions. For example: Employee engagement; employment value proposition; HR metrics and analytics; HR strategic planning; HR transformation; organizational management; performance management; succession management; talent management; and workforce planning. 4.2.2 Management tools. For example: E-Learning modules; benchmark/diagnostics; HR playbooks. 4.2.3 Executive Support. For example: Networking; webinars; and advisory support 4.3. Provide unlimited, enterprise-level access to web-based Learning and Development research for designated personnel. Develop real-world leadership practices and learning investments to business goals. Prepare Staff for a future career in management with guidelines and development strategies. Access shall include: 4.3.1 Identification of common challenges and proven solutions. For example: Learning & development strategy and structure; learning and development staff performance; social learning; learning transfer and application; leadership development; leadership transitions/competencies; leader-led development; manager-led development; and experiential learning. 4.3.2 Management Tools. For example: E-learning/manager guides; benchmark/diagnostics; and learning advisor portal/training exchange. 4.3.3 Executive Support. For example: Webinars; Advisory Support 4.4. Provide unlimited, enterprise-level access to web-based Recruiting research for designated personnel. Provide a tool to help choose the most important steps to take in maximizing effectiveness at candidate selection. Have access to checklist for hiring managers that contain definitions and questions that are common to many positions. Guide to support class and training execution skills participation. Access shall include: 4.4.1 Identification of common challenges and proven solutions. For example: Assessment and selection; employment branding; hiring manager partnerships; metrics and analytics; onboarding; quality of hire; recruiter performance; critical talent segments; sourcing and pipelines; and strategy and structure. 4.4.2 Management Tools. For example: Training resources; benchmark/diagnostics. 4.4.3 Executive Support. For example: Webinars; Advisory Support 4.5. Provide unlimited, enterprise-level access to web-based Benefits research for designated personnel. Provide a link of education resources to general health benefits and welfare knowledge. A communications builder that make employees knowledgeable, engaged and discerning benefits consumers. Provide a health decision tool to assist staff in the communication with employees concerning their health benefits. Access shall include: 4.5.1 Identification of common challenges and proven solutions. For example: Pay communication; pay for performance; manager pay engagement; managing through change and uncertainty; pay plan design; reward and recognition; job leveling, evaluations, and descriptions; compensation functional management; leader and executive compensation; health care reform; wellness and disease management; informed consumerism; health care cost containment; plan design; benefits communication. 4.5.2 Management Tools. For example: Networking; webinars; and advisory support 4.6. Provide a certificate of support to the Delivery Point POC. 5.
