Description
Task Based Aircraft Support This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published on the Federal Business Opportunities website at www.fbo.gov. No award will be made as a result of this market survey. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking potential sources to support a five-year task-based IDIQ contract to provide as-needed access to aircraft support including specialized aircraft capable of internally or externally mounting experimental sensor payloads. The aircraft support must include experienced pilots familiar with the flight requirements during flight testing of experimental sensor payloads. Aircraft support will include 1 to 10 test sorties per year at both CONUS and OCONUS locations. Each test sortie could have from 10-200 flight hours each, however, actual flight hours will be specified in the individual task orders. The Government will not fund modifications to existing aircraft or provide funding to maintain the aircraft when not required. Therefore, the government is looking for responses that can meet the below listed requirements from currently available aircraft on an as-needed basis and would be immediately available upon award of contract. The aircraft must meet or exceed the following specifications: 1. AIRCRAFT MAINTAINED TO FAA PART 135 STANDARDS. 2. SCIENTIFIC PAYLOAD INSTALLATIONS PERFORMED INHOUSE AT CONTRACTOR FACILITY OR IN THE FIELD. 3. EXPERIENCED "SPECIAL MISSION" PILOTS QUALIFIED TO FAA PART 135 STANDARDS. 4. MULTIPLE PORTS FOR MULTIPLE SENSORS ON A SINGLE AIRCRAFT. a. 36" X 23" PRIMARY REAR CABIN NADIR PORT. b. 23" DIAMETER FWD CABIN NADIR PORT. c. 16" NOSE PORT 5. "MOCK-UP" FUSELAGE AVAILABLE FOR ENGINEERING AND TEST FIT 6. UP TO 300 AMP @ 28VDC OR 8400 WATT SCIENTIFIC POWER AVAILABLE (WITH 120V AC INVERTERS). 7. AUXILIARY INTERNAL FUEL TANK OR WING MOUNTED FUEL PODS FOR EXTENDED OPERATIONS UP TO 9.0 + HRS RESEARCH FLIGHT TIME. 8. PILOT CREW AND SCIENCE TEAM AIRCRAFT INTERCOM SYSTEM. 9. Wing hard points. 10. 4-BLADE "QUIET" PROPELLERS (REDUCED VIBRATION SIGNATURE). 11. ABLE TO OBTAIN AND MAINTAIN FAA CERTIFICATIONS FOR SCIENTIFIC PAYLOADS OF INTEREST TO THE US NAVY. 12. HAS EXPERIENCE FLYING FIELD CAMPAIGNS INVOLVING R&D SENSOR PAYLOADS. 13. OPERATION BETWEEN 2K-25K ASL 14. SATELLITE PHONE & SKY CONNECT POSITION REPORTING -VIA USG AFF WEBSITE 15. SUPPLEMENTAL OXYGEN FOR OPERATIONS UP TO 25,000 ASL 16. SHORT TAKE OFF AND LANDING (STOL) CAPABLE DHC-6 TWIN OTTER 17. WITH A FULL SENSOR PAYLOAD AIRCRAFT WILL BE ABLE TO MAINTAIN A CONSTANT SLOW FLIGHT TO 60 KNOTS, WITH A LEVEL DECK ANGLE. The company shall have multiple of the same aircraft available for simultaneous use that meet or exceed these requirements to ensure adequate mission support and demonstrate through prior performance and references, extensive experience in the field of experimental sensor testing support (15+ years).
