QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A QUALIFIED SOURCE FOR F-16 DED Repair Sources Sought for the F-16 Data Entry Display Request Number Posted Date: 03 May 2018 Response Date: 04 June 2018 NAICS: 811219 This announcement is a Sources Sought Notice, not a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government to issue a formal solicitation or ultimately award a contract. The following information is provided to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements. There will be no reimbursement for the any information provided to the Air Force. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $20.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Responses to this Sources Sought announcement are voluntary, and therefore, the U.S. Government is not liable to pay or reimburse any contractors which respond to this announcement. Any costs incurred by interested companies in response to this announcement are solely the responsibility of the responder. The Government does not intend to contract on the basis of this request or otherwise pay for any information solicited herein and the Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. The Air Force is issuing this repair sources sought announcement as part of a market research survey to determine if additional sources exist that could become qualified for repair of the F-16 Data Entry Display, NSN 5895-01-143-5443, (Part Numbers 10-01125-05, -06, -08) and its components. Responses to this Notice shall consist of an initial white paper (not to exceed 3 pages) describing the offeror's capabilities with regard to trouble shooting, testing and repairing the F-16 Data Entry Display. The F-16 Data Entry Display (DED) Display of fighting formation and flight system status. DED is comprised of the chassis, tray, and head. The specific parts involved are as follows: DED Configurations FSC NIIN MMAC Part # 5895 011435443 WF 10-01125-05, -06, -08 DED Computer Sub Replaceable Units (SRU) FSC NIIN MMAC Part # 6130 012072734 WF 10-01126-06, 16VE173002-6 6130 219142914 WF 10-01126-07, 16VE173002-7 5998 011873272 WF 10-01109-05, -06, -07 5998 011811224 WF 10-01128-03, -06 Contract repair is required, and additional sources requested, for the DED and the four listed SRUs. The government does not have any special test equipment available for repair of the F-16 DED. Therefore, the respondent would need to be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and acceptance testing of the F-16 DED in a timely fashion. Acceptance Test Procedures (ATP) must be derived from a Performance Test specification provided by the government. The ATP must then be approved by government engineering prior to source qualification. If the offeror is able to develop or obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc) a brief summary of the companies capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals ( refer to the white paper listed above). Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 04, MAY, 2018. All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities. Parties interested in repair the F-16 Data Entry Display will be required to become a qualified source, in accordance with the attached F-16 DED Repair Qualification Requirements(RQR).
