- HQ USSOCOM SOF AT&L PROGRAM EXECUTIVE OFFICE - FIXED WING / CAPABILITY ASSESSMENT EVENT EVENT FOCUSED ON THE SPECIAL MISSION PROCESSOR This is a Request for Information (RFI). This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by USSOCOM to issue a formal solicitation or ultimately award a contract. Responses are strictly voluntary and USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. 1. TIME AND PLACE This Capability Assessment Event (CAE) will be held 27-28 June 2018 at the SOFWERX facility in Tampa, FL. 2. WHY ARE WE DOING THIS? The purpose of this CAE is to inform PEO-FW of the current and near future state of Special Mission Processor technologies that may be available for consideration and potential use in the AC/MC-130J program. The information provided may potentially support future commodity procurement (i.e., not a development program), inform future requirements for development programs, support a rapid integration/demonstration event, establish a Cooperative Research and Development Agreement (CRADA), support Small Business Innovative Research (SBIR), establish a Rapid Innovation Fund (RIF) project request, and/or lead to USSOCOM participation in a vendor demonstration of a capability. PEO-FW has particular interest in production ready systems (i.e., minimum Technology Readiness Level (TRL) 7 as defined by the Department of Defense (DoD) Acquisition Guidebook (August 5, 2010) and a minimum Manufacturing Readiness Level (MRL) 7 as defined by the DoD Manufacturing Readiness Assessment Deskbook (May 2, 2009)). However, PEO-FW will also consider presentations on lower TRL and MRL capabilities. In addition, presented capabilities should require minimal-to-no hardware modifications to SOF FW aircraft and must be compatible with current SOF FW aircraft systems for any required software modifications; however, presented capabilities requiring hardware and software modifications are welcomed. 3. WHAT ARE WE TRYING TO ACCOMPLISH? The MC-130J aircraft performs clandestine, low-level air refueling, airdrop, insertion/extraction, and resupply missions. The AC-130J performs airborne precision engagement and close air support missions. Both aircraft perform missions over politically-sensitive or hostile territory at night, and under adverse weather conditions. The Special Mission System (SMS) is the safety critical keystone enabling SOF tactical mission systems to integrate with the organic aircraft flight controls on both the AC-130J and MC-130J. SOF tactical mission systems include the MC-130J Common Terrain Following (MCTF) radar, Precision Strike Package (PSP), RF Countermeasures (RFCM) and Airborne Mission Network (AbMN). Special Mission System components include; 2 Special Mission Processors (SMP), 2 Network File Servers (NFS), 1 additional Video Display Terminals (VDT) to the Combat Systems Operator (CSO) station, 1 Keyboard/Trackball. The Special Mission Processors are the central processing component for hardware and software integration of the SOF unique, tactical mission systems onto the aircraft. Automating battlespace information flow is critical to mission success of the penetrating tanker's reduced crew (crew of 5 on the legacy MC-130H Talon II, crew of 3 on MC-130J). Program Executive Office Fixed Wing (PEO-FW), PEO FW is looking for existing high TRL solutions which might be leveraged to replace the existing Special Mission Processors and provide improvement over the current SMP capabilities. PEO-FW is interested in Special Mission Processor capabilities that are at Technology Readiness Level 7, or Commercial-Off-The-Shelf (COTS) solutions for rapid system integration. The desired improvement categories are: a. 1553 Control, Ethernet control, Processing, Graphics control and Video switch control b. High TRL/Manufacturing Readiness Level c. Built in test d. Airworthiness e. Bi-directional communication and data fusion 4. HOW WILL THE CAPABILITY ASSESSMENT EVENT BE CONDUCTED? One-on-one meetings between the Government team members and selected individual Industry partners to discuss Industry's perspective on the benefits, opportunities, and challenges of implementing SMP solutions. Each one-on-one session will be approximately 45 minutes in length. The CAE will be held at the UNCLASSIFIED level. 5.
