Description

This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk Office announces a Requirement related to the purchase of commercial ISP and High Speed Internet2 connection in support of the U.S. Naval Academy. The requirement includes: 1) MDREN Membership Fee, 2) ISP Usage, and 3) Loop Charge. The anticipated base period of performance of this contract is 01 July 2018 to 30 June 2019. This SOURCES SOUGHT SYNOPSIS is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection. This announcement is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This announcement does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement. All costs associated with responding to this announcement will be solely at the responding partys expense. All information received in response to this SOURCES SOUGHT SYNOPSIS that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the announcement. Responses to the announcement will not be returned. Not responding to the announcement does not preclude participation in any future solicitation, if one is issued. The submission of this information is for planning purposes only and is not be construed as a commitment by the Government to procure any supplies/services, or for the Government to pay for the information received. No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. Responses to this Sources Sought Notice should reference N0016118RC16461 and shall include the following information in this format: 1.Company name, address, point of contact name, phone number, and email address. 2.Contractor and Government Entity (CAGE) Code. 3.Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.). 4.Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. 6.Capability statement displaying the contractor ™s ability to provide the minimum requirements provided in the Draft Performance of Work Statement (PWS) to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 7.Please include any questions or concerns you have in regards to this requirement. 8.Include any other supporting documentation. Submissions are to be no more than 10 pages and no less than 12 point font. All submissions must be received by 4pm EST on 8 May 2018.Responses to the Sources Sought are required to be provided by email to Mrs. Elysia Allen at email address elysia.allen@navy.mil. Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this sources sought notice. Please note the information within this sources sought notice will be updated and/or may change prior to an official synopsis/solicitation, if any. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil. It is the responsibility of potential quoter ™s to monitor these sites for additional information pertaining to this potential requirement.
