- Broad Agency Announcement (BAA) to seek participants to co-create, co-design, co-invest, and collaborate on research and development interventions to improve delivery of Democracy, Human Rights, and Governance Programs given the growing global challenges of closing civic and political space, disillusionment with democracy, violent extremism, the digital revolution, demographic and migration trends, among others. Threats to civic space is severe and growing. USAID seeks to support an environment where civil society organizations are free to organize, associate, express themselves, and to criticize the government without fear of government sanctions or harassment, and the government does not impede the formation and operation of civil society. USAID is interested in identifying opportunities for co-creation, co-design, co-investment and collaboration on research and development interventions to address the growing phenomenon of exploitation of new information technologies to corrupt the information landscape, spread disinformation, and falsely amplify messages and narratives that undermine the legitimacy of democracy. The intent of the BAA is to allow co-creation and co-design to the maximum extent to create high quality, effective partnerships with efficiency in time and resources and effectiveness in achieving results. USAID will invite selected for-profit and nonprofit, public and private organizations, as detailed below, to co-create research and development (R&D) solutions to the Problem and Challenge Statements stated in this BAA (and, more specifically, in the Addenda to this BAA), including those organizations that have ideas, expertise, resources, and/or funding to add to potential solutions.
