Description
The Bureau of Indian Affairs has a requirement for aquatic herbicide for irrigation / canal application at its Wapato Irrigation Project located in Wapato, Washington. This solicitation is for commercial items and this is the only notice that will be posted. The requirement is for Magnacide H (aquatic herbicide for irrigation /canal application). The NAICS is 325320, Pesticide and Other Agricultural Chemical Manufacturing, and the size standard is 1,000 employees. A 2,450-lb. sized skid is required for ease and efficiency of application and no other size of skid is acceptable. A brand name justification for Magnicide H (manufactured by Baker/Hughes/Baker Petrolite) applies to all line items in this solicitation/resulting order because this is the only product approved by the Yakama Nation to be applied to land on Yakama Reservation land. This requirement is set aside for Indian Small Business Economic Enterprises (ISBEEs); however if no proposals are received from qualified ISBEEs then the government will consider proposals received from other business types in the order of preference identified below. INSTRUCTIONS FOR HOW TO SUBMIT A PROPOSAL: Contractors interested in this requirement should submit a proposal/ response to this notice no later than 5/21/2018 at 3 pm EST. Submit your proposal via email on the attached SF 1449 to: Anita.MacAuley@bia.gov with the subject line "Magnacide H Wapato Irrigation 0040387147". Contents of your proposal shall include the SF 1449 signed and dated with company information filled out, and documentation supporting the three "Go/No Go" factors identified below, as well as past performance information. The Government will consider all responses received and submitted by the due date. Unit price proposed shall include: all taxes and fees associated with transport of hazardous chemicals, delivery to the Wapato Irrigation Project (see delivery address on the SF 1449), as well as pick up/disposal of used totes at the end of the irrigation season (pickup to occur no later than 6 months after award). ORDER OF PREFERENCE: Qualified proposals received from Indian Small Business Economic Enterprises (ISBEEs) will be considered before all other business types. If no responses are received from qualified ISBEEs, proposals received from all qualified Indian Economic Enterprises (IEEs) will be considered. If no responses are received from qualified IEEs, the government will consider all quotes from small businesses. Proposals submitted by other than small businesses shall be considered last. EVALUATION of PROPOSALS: The following criteria are consider to be Go/No Go factors. The Offeror's failure to submit documentation with their proposal demonstrating all 3 factors are met shall result in the Government removing the Offeror's proposal from consideration for award. 1. The Offeror must present a Material Safety Data sheet for this aquatic herbicide in accordance with FAR clause 52.223-3. 2. The Offeror must be an authorized distributor for this aquatic herbicide. 3. The Offeror must possess a valid state license to sell aquatic herbicides. This license must either be from the State of Washington or from a State whose license is recognized by the State of Washington. Licenses held by subcontractors shall NOT meet this factor. Once an Offeror has submitted information to comply with the go/no-go factors shown above, the Offeror's past performance shall be evaluated. The award decision shall be based on an Offeror meeting all of the required go/no-go factors, whose past performance is satisfactory and whose price is the lowest of all Offerors who have passed the go/no-go factors. Past performance information: Offerors must submit documentation showing history of distributing this product or similar aquatic herbicides. Include a list of orders completed, (including quantity, date delivered, and type of chemical delivered) and name and telephone # of references. If an Offeror does not submit past performance information the Offeror may still be considered for award but shall be rated neutral on past performance. line 00010 qty. of nine (9) skids (2,450 lbs.) per skid, Magnacide H aquatic herbicide for irrigation application. Unit pricing shall include delivery to the Wapato Irrigation project and pickup/disposal of used totes no later than 6 months after award. Fees/taxes for hazardous chemical transport should also be included in the unit price proposed.
