DRAFT F-22 Aircraft Wash PWS. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This is a Sources Sought synopsis only, not a pre-solicitation notice pursuant to FAR Part 5. This sources sought is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10, Market Research. There is no set aside at this time. The 633d Contracting Squadron (633 CONS) intends to obtain non-personal services for Aircraft Washing and Corrosion Prevention of 46 F-22 aircrafts located at Langley Air Force Base. The purpose of this notice is to gain knowledge of potential qualified sources and is not a request for quotes nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. T he applicable North American Industry Classification System (NAICS) for this requirement is 488190, (Other Support Activities for Air Transportation) with a corresponding size standard of $32.5M. The Government plans to consider all information all information submitted in response to this Sources Sought Notice. Prospective vendors are cautioned that if you cannot provide the identified services outlined above, please do not respond to this notice. All prospective offerors who may be interested in participating in a future procurement for this requirement should respond to this Sources Sought Notice by responding in FedBizOps electronic system or by contacting the Individuals below: SEE ATTACHED DRAFT PWS AND ATTACHMENTS FOR MORE DETAILED DESCRIPTION OF REQUIREMENT. DESCRIPTION: The contractor shall provide services for the appropriate skills and/or certifications for aircraft wash, corrosion prevention program, Aircraft Tow, Landing Gear Lube and Canopy Transparency Wax. The Contractor shall furnish all personnel, equipment, tools, materials, supervision and other items necessary to perform the aforementioned services. Contractor shall start and finish a complete wash and corrosion control within 72 hours after receipt of aircrafts starting Friday at 4:00 p.m. through Monday 6:00 a.m. weekly. Tasking's will be in accordance with Technical Order (T.O.) 00-25-107-- Maintenance Assistance; T.O. 00-20-2, Chap 1-8 -- Maintenance Data Documentation; T.O. 1-F-22A-5-2-- Provide center of gravity for fuselage jacking, axle jacking, towing and hoisting. ESTIMATED CONTRACT DURATION : 5 year ordering period consisting of one (1) Base Year, and four (4) one-year options. The Government anticipates making award in September 2018. The Request for Quote (RFQ) release date is to be determined. Please note : It is the responsibility of the interested parties to monitor the Federal Business Opportunity website at www.fbo.gov for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. This is not a formal Request for Quotes (RFQ), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. The respondent must provide a Capability Statement (limited to no more than 10 pages) that addresses the organization's qualifications and ability to support and perform as a prime contractor the work described below. In addition, include a brief resume of performance of similar services of the magnitude described below (include contact and phone number of projects listed). Responses should contain Company Name, Address, Point of Contact, Cage Code, Phone Number, Email address and Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.).
