Description
On behalf of the U.S. Army National Guard Bureau (ARNG), the U.S. General Services Administration (GSA), Federal Acquisition Service, Region 8, intends to issue a solicitation (ID08180015) by May 11, 2018. The main objective of this requirement is to update and alter existing simulators so that ARNG Abrams crews can be trained to meet current Gate To Live Fire (GTLF) requirements. This requirement will include the upgrade of 36 existing Conduct of Fire Trainer Modular Situation Awareness (COFT-M-SA) systems to a precision gunnery trainer for the crew of the Abrams M1A1 Situational Awareness (SA) and the M1A2 System Enhancement Package (SEP) Version (v.) 2 combat systems, using a precision gunnery training matrix based on the gunnery manual TC 3-20.31, Crew Training and Qualification. The training software program, which is to be developed by the contractor in collaboration with ARNG subject matter experts, will provide integrated training for the commander, gunner, and loader crew positions, and shall ensure these capabilities are sufficient to perform all COFT-M-SA GTLF exercises. GSA intends to award a single firm-fixed-price type contract to fulfill this requirement. The prospective contract will have a 2-year period of performance. The solicitation and any amendments will be available on www.fbo.gov. Matters posted on the website are not terms of the solicitation unless the solicitation is written or amended to include such matters. The solicitation will remain open for at least 30 days after issuance. Firms are encouraged to review the www.fbo.gov website regularly for any updated information. This requirement will be a 100% small business set-aside. The applicable Federal Supply Class (FSC) code is 69, and the North American Industry Classification Systems (NAICS) code is 333318 which has a small business size standard of 1,000 employees.
