- Solicitation - IFB CQ18171 The Office of Track and Structures (TRST) requires Advanced Mobile Flagger (AMF) personnel to provide flagging services for WMATA track workers and maintenance activities in close proximity of the railroad right-of-way, system-wide. The AMF will notify approaching Class I (Revenue Vehicle)/Class II rail vehicle (Maintenance Equipment) operators of mobile work crews on the tracks ahead of them. These services are needed to provide protection for WMATA track workers, passengers, safe train and equipment operations. This is in accordance with the Washington Metropolitan Area Transit Authority (WMATA) Department of Safety and Environmental Management Safety Bulletin SB# 17-05 date May 8, 2017 and Permanent Order R-17-03, "Advanced Mobile Flagger" (attached). Provide staffing support to the RAIL TRST office to perform AMF services. Specific support staff shall include: Four (4) roaming AMF Supervisors one per region, to include four total regions and Thirty (30) AMF Flagging Staff. The AMF is an assigned Roadway worker positioned at the end of a platform (8 car marker or end gate) in the direction of the normal travel for Class I/Class II Rail Vehicles. The AMF is equipped with a Flashing Amber Lantern/E-Flare and Orange Flag. The duties of the AMF include but are not limited to, notifying approaching Class I/Class II rail vehicle operators of Mobile Work Crews on the tracks ahead of them and all items listed "Deliverables", section b, and subsection "duties". If the AMF is not in position at the 8 car marker, or requires to leave his/her position, the mobile work crew Roadway Worker In Charge (RWIC) must be notified by the assigned AMF and removed along with his/her crew from the Roadway prior to the AMF leaving his/her assigned position (per WMATA Roadway Worker Protection (RWP) protocol and procedures). The AMF must never leave their position while the Mobile Work Crew is still on the roadway without prior approval as detailed in the RWP Manual and directed by the RWIC).
