NOTICE OF CONTRACT ACTION (NOCA) NOAA-GOES-R Core Ground Segment Contract 2018 Ceiling Increase GOES-R-CGS-18-001 NOTICE OF INTENT TO AWARD SOLE-SOURCE CONTRACT MODIFICATIONS THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award various sole source contract modifications to contract DG133E-09-CN-0094 Geostationary Operational Environmental Satellite-R Series (GOES-R) Core Ground Segment (CGS) under the statutory authority of 10 USC 2304(c) (1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and involve the continuing development of a major system and award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The proposed action will permit extension of the base contract by up to 48 months, until May 2023, and increase the contract ceiling to a total of between $1.5B and $2.0B. The Government conducted extensive market research leading up to development of its acquisition plan when this requirement was originally solicited in 2008. This market research indicated that there was interest in the requirement from multiple contractors, however the response was limited and the contract was awarded on a best value basis. NOAA published a Request For Information (RFI) on the Government Point of Entry, FEDBIZOPPS, on 7 June 2017. This RFI sought responses from industry on innovative and cost-effective approaches for recapitalizing (Technology Refresh) the GOES-R and Joint Polar Satellite Systems (JPSS) Ground Systems, while supporting their subsequent migration to a services-based enterprise capability. Thirteen industry responses were received and reviewed to assess the technologies and approaches proposed. Although it was determined that competition was available for the long-term capability, the near term recapitalization for the GOES-R CGS required by October 2022, which was included in the RFI, would need to be performed by the incumbent contractor to mitigate unacceptable mission risk. These sole source contract modifications will allow the incumbent, Harris Corporation, to provide continuing mission support of the GOES-R Core Ground System. The existing contract will not expire until 31 May 2019. In order to ensure future anticipated changes are considered, it has been determined that the contract ceiling needs to be increased. This includes costs necessary to extend the period of performance for up to 48 months, if necessary. The current contractor possesses the required experience and technical knowledge based on developing the GOES-R Core Ground System and providing services in support of integration, test, and pre-launch activities. Increasing the ceiling under this contract will ensure that the incumbent continues to provide these services through launch and transition to operations which is essential to overall mission success. No other contractor currently has the required GOES-R specific experience necessary to ensure continuation of providing critical services to NOAA in accomplishment of the GOES-R mission. These contract modifications, if executed, could result in increasing the ceiling of the existing cost-plus-award fee (CPAF) contract to a total of between $1.5B and $2.0B contingent upon availability of funding. The sole purpose of these contract modifications is to ensure these critical mission requirements continue. This notice of intent is for informational purposes only, and is not a request for competitive proposals or responses from interested parties. The RFI issued by the Government is sufficient to determine that there are other contractor that could meet the technical requirements to perform this work, however, not within the time required to meet critical mission requirements. The Classification Code is "A" Research and Development. This announcement constitutes the only notice for this carry-over effort. The incumbent is the only contractor who currently can provide GOES-R Core Ground System support and perform the required technical recapitalization given the unique and highly skilled nature of the effort. At this time, there are no other contractors who are capable of providing these services without incurring an unacceptable delay to on-going operations.
