Description
About USSOCOM: The mission of USSOCOM is to provide fully capable Special Operations Forces (SOF) to defend the United States and its interests and synchronize planning of global operations against terrorist networks. USSOCOM is a unified command headquartered at MacDill Air Force Base, Florida and was established to prepare SOF to carry out assigned missions and, if directed by the president or secretary of defense (SECDEF), to plan for and conduct special operations. The Command has specific authorities and responsibilities, among them are: developing special operations strategy, doctrine and tactics; exercise authority, direction and control over special operations expenditures; train assigned forces; validate requirements; establish requirement priorities; formulate and submit intelligence support requirements; ensure SOF combat readiness; monitor SOFs' preparedness to carry out assigned missions; and develop and acquire special operations-peculiar equipment, materiel, supplies and services. Approximately 70,000 active duty, Reserve and National Guard Soldiers, Sailors, Airmen, Marines, and DoD civilians assigned to the headquarters, four components, seven theater special operations commands, and a sub-unified command carry out the USSOCOM mission. This is not a request for proposal. This RFI is intended to inform Industry of the open forum discussions about services contracts in support of the United States Special Operations Command (USSOCOM) on 24 May, 2018, from 0800 to 1200 in the Hillsborough Community College, Ybor Campus, Ybor Room, 2001 N. 14th St, Tampa, FL 33605. Space is limited therefore only two (2) individuals per company are authorized to attend. To attend please submit the following to OSBP@socom.mil, company name, cage code, business size and socio-economic categories if any, and the names of your attendees. USSOCOM has started planning for the follow-on acquisition of services currently provided by the SOCOM-Wide Mission Support (SWMS) contracts to meet A&AS Knowledge Based Services requirements, as defined by the Department of Defense's taxonomy for the acquisition of services. The upcoming discussions are designed to kick-off market research into industry's interest and capabilities to meet the USSOCOM's evolving and enduring requirements. SWMS A, B, and C contracts provide the command with the ability to acquire a full range of professional (non-personal) services. The SWMS acquisition categorizes individual service requirements based on the type of service required and/or the requiring activity into three separate groups: A, B and C. SWMS A: Awarded in 2015 to 10 large businesses based on best value, trade-off criteria. Services portfolio groups include Engineering & Technical, Program Management Services, and Professional Services. The 5-year ordering period will end 27 July 2020. SWMS B: Awarded in 2015 to 32 small businesses based on best value, trade-off criteria. Services portfolio groups include Education & Training, Management Support Services, and Administrative & Other Services. The 5-year ordering period will end 27 August 2020. SWMS C: Awarded in 2017 to 1 Service Disabled Veteran Owned Small Business based on best value, trade-off criteria. Services portfolio groups include all higher risk Organizational Conflict of Interest (OCI) requirements in portfolio groups that include Engineering & Technical, Program Management, Professional, Management Support and Administrative & Other Services. The 5-year ordering period will end 30 January 2022. As part of the discussions we will look at Lessons Learned from the existing contracts.
