Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to immixTechnology, Inc., of McLean, VA to furnish: MSC Nastran Implicit NL - nonlinear structure analysis software MSC Nastran Linear Structures Package - linear structure analysis software Several parallel bundles to total 32 cores The Spacecraft Engineering Department has been using the software for several decades. A number of programs over that time have performed trades to identify new options and/or alternatives, however none have proven to provide a similar quality for the same price. To switch to any other finite element software would require discarding our current license structure and acquiring all-new packages, which would likely cost in excess of $1M. Not only would this startup cost be high, but the structural analysis experience in the department would be unusable as all engineers would be required to learn a new analysis platform. This would not be cost effective to the government or the tax payer, as significant resources would be required to do so. Only this vendor provides a far more cost effective approach at this time, and to continue to use this vendor would be the most advantageous position for the government and tax payer. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
