- CONSERVATION OF PARK ARTILLERY- Services are for the San Juan National Historic Site located in San Juan, Puerto Rico. The services shall include the stabilization treatment for Ordonez cannon and its carriage; four iron cannons, treatment for the Balista bronze cannon, and 120 shells, including stabilization, rinsing, removal of concretions, application of inhibitor and finish coating. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-97 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. This is a total small business set aside in accordance with FAR 19-502-2. The principle NAICS is 711510, Independent Artist, Writers and Performers. Size standard is $7.5M. The National Park Service, South Major Acquisition Buying Office has a requirement for conservation services of park artillery. The solicitation number assigned to this requirement is 140P5418Q0016. The solicitation is issued as a Request for Quote (RFQ). The Government intends to award a Firm-Fixed Price Contract to the firm that provides the best value without discussions in accordance with FAR 13.106-2. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with System for Award Management (www.sam.gov). An offeror must ensure that they are self-certified under NAICS Code 711510 in the Representations and Certifications portion of SAM.gov. QUESTIONS: Email any questions to noelli_medina@nps.gov by 12pm (EST) on Friday, May 11th, 2018 to be considered with subject line: QUESTIONS- 140P5418Q0016. Answers to questions will be posted in the same manner as this notice. It is the Offerors' responsibility to check for updated information. No oral or late questions will be accepted. The closing date and time for receipt of quote is Wednesday, May 16th, 2017 at 5 pm (EST) via email to noelli_medina@nps.gov. DUE DATE FOR QUOTES: The due date response for this RFQ is No Later than Wednesday, May 16th, 2018 ¿5:00 PM (EST). Quotes shall be sent via email to noelli_medina@nps.gov with subject line: QUOTE- 140P5418Q0016. It is incumbent upon the contractor to make sure their quote is received by due date and time noted above. Quotes received after closing date and time may not be considered for award. Site Visit/Walk Through/Object Evaluation: On Wednesday, May 9th, 2018 at 9:00 AM (EST) all contractors will be afforded a walk through the National Park Service, San Juan National Historic Site, Santa Elena Guardhouse to evaluate the condition of the objects and project area. This site visit will be made available to further assess condition and conservation efforts needed prior to vendors submitting quote by the required date and time. Please contact Felix J. Lopez at felix_j_lopez@nps.gov to RSVP before Tuesday, May 8th, 2018 at 2:00 PM. This site visit is not mandatory. There shall be a sign-in sheet provided for all vendors who participate in the site visit. All questions or concerns that vendors have during the site visit shall be submitted to the Contract Specialist to noelli_medina@nps.gov before date stated above. Any questions that are asked during the site visit where answers or responses are given shall not be deemed the official government answers for this RFQ.
