Description
Sources Sought Notice: CMS-181541 Annual CMS Report to Congress Centers for Medicare & Medicaid Services This is an 8(a) SMALL BUSINESS SOURCES SOUGHT notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This sources sought notice does not commit the Centers for Medicare & Medicaid Services (CMS) to award a contract in the future. The purpose of this notice is to obtain information regarding the availability and capability of qualified current 8(a) program participants who have the capacity to generate a public report to Congress on the performance of health care organizations, including all necessary document and data tracking, data analysis, technical writing, and editing. The Government does not intend to award a contract on the basis of this notice or otherwise pay for any information solicited. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a current 8(a) program participant should not submit a response to this notice. BACKGROUND Section 1875(b) of the Social Security Act (the Act) requires an annual Report to Congress on the validation of the accreditation process of all national accrediting organizations recognized by CMS and their programs approved under section 1865(a) of the Act. There are currently ten CMS-recognized accrediting organizations (AOs). They are: (1) Accreditation Association for Ambulatory Health Care; (2) Accreditation Commission for Health Care; (3) American Association for Accreditation of Ambulatory Surgery Facilities; (4) American Osteopathic Association/Healthcare Facilities Accreditation Program; (5) Center for Improvement in Healthcare Quality; (6) Community Health Accreditation Partner; (7) DNV GL-Healthcare; (8) The Compliance Team; (9) Institute for Medical Quality; and (10) The Joint Commission. These AOs account for a total of 22 CMS-approved accreditation programs that accredit hospitals, critical access hospitals (CAHs), psychiatric hospitals, ambulatory surgical centers (ASCs), comprehensive outpatient rehabilitation facilities (CORFs), home health agencies (HHAs), hospices, rural health clinics (RHCs), and outpatient physical therapy and speech language pathology services (OPTs). The accrediting organizations accredit nearly 13,000 health care facilities nationally in programs recognized by CMS for certification of those facilities to participate in the Medicare program. Therefore, the annual report continues to require a larger validation survey program, and compilation and analysis of data on all the accrediting organizations and their programs suitable for inclusion in the Report to Congress. The purpose of this contract is to secure the advice and services of a team of experts in public reporting on the performance of health care organizations, document and data tracking, data analysis, technical writing, and editing. This team will provide technical consultation, collect and organize data and documents, data and document management, conduct comprehensive analyses of CMS-developed accrediting organization data sets and performance measures, provide written analysis and display of data and performance measures, perform analyses of validation surveys conducted, conduct and provide a written validation trend analysis, further refine an expanded report structure, provide written components of the expanded report, serve as editor for the entire document, participate in teleconferences with the contracting officer's representative and team members, and attend the annual CMS-AO meeting to be held in Baltimore May 2019. The incumbent on this contract is Health Management Solutions, LLC. REQUIREMENTS: Please refer to Attachment 1 - Statement of Work for a complete listing of requirements. CAPABILITY STATEMENT INFORMATION Please prepare a capability statement addressing your company's knowledge, expertise and experience, within the last three years, for each of the following requirements listed below. The vendor shall demonstrate experience with contracts of similar size and scope. 1. Demonstrate your expertise, knowledge and experience with public reporting, preferably in a government setting, on the performance of health care organizations, data and program analyses, and summarizing a variety of data sets and performance measures. 2. Demonstrate your analytical and writing skills pertaining to the development, writing, and editing of complex high level government reports, Congressional reports, and documents. 3. Demonstrate expertise and experience in SharePoint site administration management including but not limited to the development and maintenance of lists and libraries, the appropriate use of metadata, the development of pages, views, webpages, reports, hyperlinks within the SharePoint site, and management of SharePoint permissions. 4. Demonstrate a strong, capable and experienced management history in the administration of both private sector and Government contracts. The contractor must have received favorable reviews for past government contracts. 5. Demonstrate ability to staff personnel with past and present experience and capabilities, knowledge, and education in the fields of health care, public health, health care policy, National Fire Protection Association Life Safety Code, compliance surveys, data analysis, professional writing/editing and the preparation of analytical reports. 6. Demonstrate a high level of project management experience specific subject matter expertise in the fields of healthcare, public health, health care policy, and National Fire Protection Association Life Safety Code and professional writing. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Please address each in order listed above under "Capability Statement Information." Capability statements shall be limited to 10 pages and fonts no smaller than 12 points. Capability statements shall also include the following: Business Information -- a. DUNS b. Tax ID c. All vendors must be registered in the SAM located at http://www.sam.gov. h. Reference Points of Contact, Phone and Email Address (e.g. individuals who can verify the demonstrated capabilities identified in the responses.) While not required, the capability statement may designate any/all teaming arrangements and the work proposed to be performed by each team member. Specifically, the capability statement must address how much effort would be performed by any proposed team member and how your company as the prime will meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Responses must be submitted by 4:00 p.m. ET on May 10, 2018. Capability statements will not be returned and will not be accepted after the due date. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Conflicts of Interest. It is essential that the vendor be free of all appearance of or actual conflicts of interest. Specifically, the vendor must not have any relationships or arrangements through its business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of the campaign. If such relationships or arrangements exist, vendors shall be required, during the procurement process, to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated.
