Description
DESCRIPTION OF WORK: This project will replace an aged and deteriorated underground fire protection pipeline at Harioshima Ordnance. The ductile iron (DIP) saltwater distribution piping will be replaced with High Density Polyethylene (HDPE) pipe and installed underground. Associated hydrants, valves and fittings will also be replaced, and pavement restored. The work is planned to be carried out in two tracks via two separate contract awards, one awarded in United States Fiscal Year (FY) 2018 and one awarded in United States FY 2019. The first track (Phases 1 through 3) is currently planned to be solicited around June 2018 and award by September 2018. The second track (Phases 4 through 8) is currently planned to be solicited around January 2018 and award by March of 2019. Area of each phase is shown in Attachment (1): HO Saltwater Fire Suppression Line. ESTIMATED MAGNITUDE OF CONSTRUCTION: FY2018 (Track 1) “ 2,542 Linear Meters and 20 hydrants, magnitude of construction IAW FAR 36.204 is between $5,000,000 to $10,000,000. FY2019 (Track 2) “ 6,674 Linear Meters and 42 hydrants, magnitude of construction IAW FAR 36.204 is between $10,000,000 and $25,000,000. TENTATIVE DATES FOR ISSUING THE INVITATION FOR BID (IFB), OPENING BIDS, AND COMPLETING CONTRACT PERFORMANCE: tentatively the IFB will be issued on or about 21 May 2018, tentatively bids will be opened on or about 20 June 2018, tentatively the period of performance will be 360 calendar days after date of award. The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the tentative dates are changed. Interested contractors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) website at https://asia.neco.navy.mil when it becomes available. Registering for and downloading the solicitation documents from AsiaNECO are free of charge. LOCAL SOURCE RESTRICTIONS: This solicitation is intended only for local sources in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that, prior to award, are lawfully registered to conduct business in Japan. Bids from non-local sources will not be onsidered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. CONTRACTOR LICENSING REQUIREMENTS: Prior to award of any contract, bidders must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Bidders will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.
