Description
In accordance with the Brooks Act, FAR Subpart 36.6, AFARS 5137.590-7 and USACE Acquisition Instruction (UAI) 36.6, the U.S. Army Corps of Engineers (USACE) Baltimore District (NAB), awards to M&J Engineering P.C. a five-year contract with no options years with the capacity of $9.5M. The contract awarded will provide Construction Management Services in support of for Ft. Meade - East Campus (ECAO) and Bay Area BAO) Offices, Aberdeen Proving Ground (APG), Ft Detrick - Harrisburg Area Office (HAO), and Ft Belvoir, but work may be extended to other Corps of Engineer locations within the North Atlantic Division (NAD). The required multi-disciplinary services contemplated are under North American Industry Classification System (NAICS) code 541330, Engineering Services, with a small business size standard of $15M. The A/E IDIQs will provide a broad range of services, within the range of A/E Services, as defined by 40 U.S.C. 1102 and FAR 2.10. In accordance with FAR 36.601-4 Architect/Engineering services are: 1) Professional services of an architectural or engineering nature, as defined by applicable State law, which the State law requires to be performed or approved by a registered architect or engineer. (2) Professional services of an architectural or engineering nature associated with design or construction of real property. For each task order: 1. The Government will perform CPARS review for each order over $30,000. 2. Task orders will be awarded on a firm fixed price basis. 3. For each task order awarded will be based on the complexity of the project and the most highly qualified firm to complete the work on schedule. A review of SF330 will be considered for the project using a qualification-based selection prior to the issuance of a request for proposal. There will be no discussion of price. 4. The ordering period for the base contracts shall commence upon the date of award and will continue for a period of five years. 5. When supplement information is requested, offerors shall provide capability statements that include information and details of similar projects, to include the firm's demonstrated specialized experience and technical competence.  Identify the proposed project team that would execute this work. At a minimum, the A/E shall identify the project manager and key players for each proposed discipline as shown in your submitted SF-330.  Provide the qualification of key players with respect to work on projects of similar scope and size; including the client technical point of contact.  Sufficient detail with regard to approach to complete the task  Disciplines, hours, materials and travel to allow for an evaluation of the proposed cost.  Travel costs shall not exceed the amounts allowed under the Federal Travel Regulations. 6. The minimum guarantee for this award shall be $6,000.00. The maximum contract value is not to exceed $9,500,000.00 per issued contract. 7. Acknowledgement that the firm, or any subsidiaries or affiliates will not be awarded a construction contract for the project to be designed (FAR 36.209 and 36.606)). The firm should also be advised not to release any information to prospective bidders of the construction contract (FAR 9.505(b)). 8. Verification and update of registration in the System for Award Management (SAM) 9. A/E shall report Contract Manpower to the CMRA database. 10. A/E shall update SF330s annually.
