Description
Description This is a request for information (RFI) and should not be construed as a solicitation announcement, invitation for bids (IFB), request for quotations (RFQ), or a request for proposals (RFP). Please respond if you can fulfill any of the requested capabilities. Your response will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information you supply may be used by the Missile Defense Agency (MDA) in developing its acquisition strategy, statement of work (SOW)/performance work statement (PWS) and/or statement of objectives (SOO). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Purpose The purpose of this RFI announcement is to conduct market research and identify potential small business sources with the technical capability and necessary resources to provide innovative model based simulation development and advanced concept performance assessments using the following North American Industry Classification System (NAICS) Codes: 541715 - Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) and 541511 - Custom Computer Programming Services/Computer Program or Software Development, Custom. The results of this market research will be used to develop acquisition plans for fiscal years (FY) 2019 - 2023. The MDA Advanced Technology Advanced Concepts and Performance Assessment Directorate (DVS) is soliciting vendor capabilities to work cooperatively with Government engineers from programs across the agency. DVS requires a diverse team of analysts and systems, algorithm, software and simulation engineers to provide model-based engineering and analysis approaches for the design, development, production, documentation, delivery, support and sustainment of Advanced Technology concept models, simulations, visualizations and tools. This team will use these innovative approaches, simulations, algorithms and software tools to assess and analyze performance of technology components and concepts that may provide benefit to future Missile Defense System (MDS) architectures. The Government simulation and assessment laboratory is the foundation for the Advanced Technology "smart buyer" approach to technology concept assessment working closely with industry and Government engineering teams. Performers are required to maintain a "Top Secret" (TS) clearance with up to Sensitive Compartmented Information (SCI), as required. Government Facilities DVS operates a Government Modeling, Simulation, Software and Analysis (MSSA) laboratory with locations on Redstone Arsenal in Huntsville, Alabama, and Kirtland Air Force Base (AFB) in Albuquerque, New Mexico, which are the primary development sites for all products. The Government provides full time information technology (IT) support for the lab and it contains analysis and simulation workstations and a high performance-computing cluster. The cluster and workstations use RedHat Enterprise 6.4 and Windows 10 Enterprise operating systems. The lab is not required to be staffed 24-hours a day, but is certified for continuous operation and unattended processing. This RFI encourages maximum use of off-the-shelf existing models minimizing non-recurring engineering (NRE) development costs. MDA prefers maximum use of non-developmental items (NDI), commercial off-the-shelf (COTS), and Government off-the-shelf (GOTS) software available from either contractor or United States Government (USG) sources. Data Rights DVS uses non-proprietary tools, open standards and model based system engineering principles, to the extent possible, in the performance of these activities. If applicable to your response, explain the benefit to the Government of applying proprietary tools to these tasks. Responses Respondents to this RFI are invited to prepare and submit, no later than June 1, 2018, the following: a. Executive Summary that includes: • Company Name • Point of Contact (POC) • Address • Telephone Number • Email Address • Data Universal Number System (DUNS) Number • Contractor and Government Entity (CAGE) code and/or Tax Identification Number • Business Size Standard and applicable NAICS Codes b. Capability Statement (not to exceed fifteen (15) pages) MDA requests all interested parties submit a capability statement demonstrating their proficiency/experience with model based engineering and analysis. Capability statements need to describe available models and any demonstrated experience through past and current performance in meeting any or all of the categories listed below. Also, explain your company's effort(s) in the past five years for the same/similar requirements. Include information such as contract number (indicate if your role was as a prime or subcontractor), organization supported, contract value, Government POCs (current telephone numbers and email addresses), and a brief description of how the contract referenced relates to the requirements described herein. • Development of simulations for the assessment of Advanced Technology concepts o Using models of varying fidelity • System and mission-specific analysis capabilities o Development and maintenance of analysis plans and guidelines o Execution of analysis and modeling plans on short timelines • Analyze and aggregate very large data sets o Coherent understandable white papers and briefings for senior leadership • Conduct quick turn analysis o Configuring models, executing simulation runs, aggregating data and developing briefings • Adapt existing models such that they are able to provide the data needed o Based on government provided analysis plans • Describe existing simulations and analytical tools for the following technology types: o Booster, kill vehicle and fire control o Electro-Optical (EO) / Infrared (IR) sensors o Radio Frequency (RF) sensors o Ballistic and Hypersonic threats o Other Integrated Air and Missile Defense (IAMD) type threats o Artificial Intelligence o C2 Architectures o Left/Right of Launch Integration with Intelligence sources • Describe experience or existing algorithms in the following categories: o Autopilots o Guidance, Navigation, Control o Tracking o Classification and Discrimination. • Describe experience in the integration of tactical software and algorithms with simulations. o Software in the loop o Performance assessments • Describe experience integrating the above simulations into an end-to-end testbed c. Requested Information This RFI does not constitute a solicitation or RFP and shall not be construed as a commitment by the Government. Responses will not be treated as proposals, nor will they be used in the evaluation of responses to any future formal RFP. The Government is under no obligation to award a contract as a result of this announcement. MDA does not intend to pay for the information solicited and will not reimburse any costs associated with responding to this RFI. At the time of this notice, no current year appropriated funds are available for any acquisition under this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is not sought by MDA. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response. Any such attachments shall be considered as part of the submission and, therefore, shall be subject to the page limit denoted in Para 3.b. Respondents are responsible for adequately marking proprietary material in their response. The Government may/intend to use third party, non-Government support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements will be executed between the third party, non-Government support personnel and the Government. A submission of a response to this RFI constitutes the Respondent's acknowledgment and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government support personnel.
