Description
Q. Weekends are required? Seems to me that weekends will be the busiest time on the lake and will add significantly to the job. A. Weekends are only potentially required for emergency services. The contractor is responsible to keep the tanks below 75% fill at all times. When and how often that is done is up to the contractor. However, should it be discovered that any tank(s) has (have) reached capacity unexpectedly, the Park Rangers will make an emergency request for pumping within 24 hours. The likelihood of this event happening is directly proportional to how well the contractor manages the fill level in the tanks as mentioned above. Q. Storage. I see there is zero opportunity for in the water storage. Can we keep equipment (Boat w/trailer, pump truck, water tank, possibly an additional trailer) on site? If not, is there a storage yard nearby? A. As mentioned in paragraph 3.1 of the PWS, the Government will designate up to 900 square feet of storage space for the Contractors equipment in a fenced in area upon request. More may be available upon request at the discretion of the Park Manager. Note: The Government does not guarantee the security of that area. Q. How many gallons were moved per month? Can I get monthly totals for the last 24 months? A. Unfortunately that information was not kept. The Park Rangers utilized the dumping receipts to manage the septic tank but did not enter the information into a database and the vendor did not track it. The information I have received from the previous contractor and the Park Manager indicates that APR-SEP required two pumpings of each tank (except Yorty Creek) monthly, and once a month during the OCT-MAR months. Yorty Creek required a pumping about twice yearly. The floating restrooms are not always employed but when they are twice monthly is typically sufficient. This year the floating restrooms are anticipated to be deployed from JUN-SEP. Q. What was the total cost of the contract for 2016 & 2017? A. Pricing information is considered privileged/proprietary business information and may not be released by the Government. The work was previously performed under contract W912P7-15-C-0007. All information that can be released about the contract has been publicized on FedBizOps or FPDS-NG. Requests for additional information would have to be submitted through the FOIA program. Q. Was it by the job or per gallon? If per gallon, what was the cost per gallon. A. Previously this contract was priced by the gallon. I have changed it as neither the contractor nor the Government controls the amount of sewage generated. It is deemed far more likely that there will be less sewage than anticipated rather than more. Therefore, as disposal is free, it is fairer to compensate the vendor on the time and effort to get out to the sites once or twice a month rather than on if they pumped 200 rather than 300 gallons out of a tank. As for cost please see the answer to pricing information above. Q. What other vendors are bidding? A. The Government is prohibited from releasing information on other contractor's pricing as stated above with the addition that absolutely no information will be published about contract cost during the solicitation phase.
