RFI Independent Verification & Validation (IV&V) and Testing Service Sources Sought Notice THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE WILL PROVIDED FOR RESPONSE PREPARATION. The Naval Sea Systems Command (NAVSEA), Washington DC, is issuing this Sources Sought Notice as a means of conducting market research to identify parties having both the interest and the resources to provide testing and Independent and Verification & Validation (IV&V) services for performing the activities necessary to ensure the successful operation and maintenance of NAVSEA 04I (SEA 04I) managed systems. Interested contractors must have extensive, in-depth knowledge of and experience with independent validation and verification and testing services for SEA 04I managed systems. NAVSEA 04 has program management responsible for the development, testing and maintenance of shore based ship maintenance and logistics systems. SEA 04I has the lead for ensuring an affordable maintenance solution is in place and operating worldwide in support of the Shore Maintenance Community. In support of this goal, SEA 04I has the requirement for Information Technology support to provide sustainment and development / modernization solutions for current and future GOTS/COTS systems. ACQUISITION STRATEGY The Government is contemplating procuring this effort under one (1) base year and four (4) optional years. SCOPE The contractor shall provide the following testing and IV&V services in support of the NAVSEA 04I Program Office, Code SEA 04I: The contractor shall provide both technical and functional IV&V, testing and evaluation support. The contractor shall assist the government by furnishing all personnel and managed services needed to satisfy the testing, evaluation and IV&V support service relative to NAVSEA application needs. The contractor will provide comprehensive results of all auditing efforts for ~40 systems and networks currently managed by SEA 04I, including future managed systems and networks. This contract establishes the requirements for service to provide project management, technical services, testing, business process validation and evaluation, Financial Improvement and Audit Readiness (FIAR) and personnel requirements for the system/application evaluation and testing support services specific to the IV&V project area. For the government, the IV&V contractor prepares software acceptance Test (SAT) Plans, test conditions/test cases with associated test data and then conducts or performs SAT activities under government direction. The contractor provides test readiness, results, incidents, analysis and reports along with software release recommendations, defects identified at test and any System Change Requests (SCRs), Problem Reports (PRs) or Change Requests (CRs) to the government. Test cycles may be formal or informal with IV&V, Government, SEA 04I personnel, interface partners, commercial partners or actual system users present. The volume of testing can vary based on the number of projects, number of applications involved and any unforeseen emergency or maintenance testing that may arise. Additionally, the IV&V contractor prepares evaluation plans to ensure the software and its associated products satisfy system requirements, correctly implements system business rules; and comply with project standards, practices, and conventions during the software development life cycle process. This effort is for all SEA 04I managed systems, which includes numerous applications and interfaces. The releases associated with the systems will include sustainment, enhancement and capital requirements. A comprehensive work breakdown structure will be required to be prepared and maintained by the provider to manage the test and IV&V schedules and effectively report back to the Government.
