- Notice Type: Notice of intent Synopsis: The Army Contracting Command-Aberdeen Proving Ground, Huachuca Division intends to increase the ceiling of the current Cost-Plus-Fixed-Fee (CPFF), Single Award Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract W91RUS-14-D-0002, in order to exercise option year four, to allow for continued performance through the source selection process a new competitive contract. The period of performance for option year four is 18 July 2018 through 17 July 2019. The Government intends to include defensive cyber operations (DCO) support services as a separate task order under ordering period, option year four. The Contracting Officer has determined DCO support services falls within the scope of the base IDIQ performance work statement (PWS). The Northern American Classification System (NAICS) code is 517311, with a size standard of 1500. The follow-on effort acquisition approach is being determined. This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals (RFP) will be issued. Interested parties are invited to provide a capability statement no later than 3 p.m., Arizona time, 3 May 2018. Responses should be addressed to gretchen.v.horay.civ@mail.mil, and michael.j.winslow6.civ@mail.mil. Any additional responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The determination to refrain from competing this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: The current contract provides Information Technology (IT) Support Services for U.S. Army Cyber Command (ARCYBER), 5 Regional Cyber Center-Europe (5RCC-E), 2nd Signal Command Theater. 5RCC-E Contract Personnel support to Joint Information Environment (JIE) include enterprise directory services, enterprise storage area networking, enterprise vulnerability scanning, enterprise boundary security services, enterprise disaster recovery and continuity of operations (backup) services, enterprise coalition network services, enterprise security information and event management services, enterprise network and system management services and enterprise database administration services.
