Description
NOTICE OF INTENT FOR SOLE SOURCE The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Georgia Institute of Technology to supply data on Particulate Matter (PM) components, ions, and gases obtained from the emissions based Community Multiscale Air Quality (CMAQ) model that have been "fused" with real exposure data from air pollution monitors present in North Carolina. The proposed contractor is uniquely qualified to perform the services required because Georgia Institute of Technology (Georgia Tech) have developed a novel fusion approach that only requires data from 1-2 monitors. There is no other source that uses this approach. The contractor shall perform the following: (a)Calculate the values described above for the entire state of NC from monitoring stations throughout the state of NC from 2002-2010 and fuse these values with information obtained from NC air pollution monitors. The fused values shall be delivered to the EPA as a report within 180 days of award date in the form of Excel Spreadsheets or files that can be read by SAS or R programs. (b)Estimate the contribution of the components, gases, and ions to various sources from which they are derived and submit a report within 240 days of award date in the form of Excel Spreadsheets or files that can be read by SAS or R programs. The circumstance permitting is FAR 13.106-1(b) "Soliciting from a single source". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
