Description

This Request For Information is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Request For Information will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Request For Information or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this Request For Information announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. NAICS Code: 238290 (Other Building Equipment Contractors) SBA Size Standard: $12.0 Million. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a ELEVATOR 5-YEAR LOAD TESTING in support of Department of Veteran Affairs located at 4801 Linwood Blvd, Kansas City, Missouri 64128. (DRAFT STATEMENT OF WORK) KANSAS CITY VA MEDICAL CENTER ELEVATOR 5-YEAR LOAD TESTING The contractor will provide all tools, materials, labor, supervision and test equipment to perform the 5- Year Testing at the Kansas City VA Medical Center at 4801 East Linwood Boulevard, Kansas City Missouri and the VA Honor Annex at 4251 Northern Avenue, Kansas City Missouri. The contractor will perform the 5-Year testing tasks listed below and any additional tasks as required by ASME A17.2 Guide for Inspection of Elevators. A third-party elevator inspection contractor shall witness the 5-Year Testing for the elevators. The VA will be responsible for all costs associated with the Elevator Inspection Contractor. The contractor performing the 5-Year Testing for this contract is required to assist with the coordination of all testing activities between the VA and the Elevator Inspection Contractor. Within 14 calendar days of contract award, the Contractor will submit a checklist for approval by the COR. The checklist will be similar to the checklist format in ASME A17.2. The checklist will show all items to be inspected for each elevator and its associated equipment. The checklist will have a space after each inspection item to indicted either a pass or fail rating. At the top of the checklist, there will be an area where the equipment identification and location can be entered. Within 14 days of the completion of the 5-Year Testing, the contractor will submit a report detailing the findings of the inspections for each elevator. The report will also provide comments and recommendations for improvements and/or repairs. At a minimum, the following tasks are required for each elevator: 1. Tack the running elevator from top to bottom with an empty car to see if the performance meets the factory specifications as installed for FPM (feet per minute) performance. 2. Tack the running car with a rated load from top to bottom to see if the performance meets the factory specifications as installed for FPM. 3. Test the buffers after reading the buffer tag to see if the buffers will withstand running the loaded car onto the buffers compress and return within 90 seconds. NOTE: WHILE PERFORMING THIS TEST, THE LIMIT SWITCHES MUST BE LEFT IN THE CIRCUIT AND NOT DISABLED. 4. Secure the safety arm and perform a buffer test on the counterweight side by running the car in the up direction at contract speed leaving the up limit in the safety circuit. 5. Lift the governor cable and check the performance of the rotating elements of the governor per the factory specifications on the governor plate by testing for both the electrical and mechanical tripping speeds. Perform a pull through test of the governor jaws using a scale and compare the results with the governor tag before performing the running test of the safeties. 6. Load the elevator with accurate weights for a balance load, run the elevator to the midway point of the hoist way, remove the power from the elevator, open the mechanical brake and see that the elevator does not drift either up or down direction and remains at that point to ensure that the ratio of car to counterweight is correct. 7. Put 125% load on the elevator at an upper landing and run the elevator in normal operation from the upper landing to the lowest landing to ensure that the elevator will stop at the lowest landing with the 125% loaded car. Stop floor level and with the power off, hold the load with the mechanical brake and does not drift down below 3/8 below floor level. 8. Find a safe distance and run the elevator in the down direction in an over speed condition and let the governor s mechanical jaws trip, set the safeties, bring the car to a stop and hold the elevator with the safeties. NOTE; CHECK THE CAR TO SEE THAT THE SAFETIES STOPS LEVEL ON BOTH SIDES AND DOES NOT RACK THE CAR. 9. Remove the weights from the car and measure the rail slide on both guide rails to be sure the gripping distance is the same and conforms to the table in the Code for distance per the contract speed of the car. 10. Test for unintentional movement in the up and down direction if applicable. 11. At the same time while performing the 5-year load and safety test we are required to perform other functions. These are also part of the testing procedures and generally done at the same time as there are several safety items involved and need to be made a part of the testing procedures.
