- Sources sought notice N6274218RTRNG for this procurement was posted on 19 March 2018 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an UNRESTRICTED basis for which the Government intends to solicit and negotiate with only one source, National Roofing Contractors Association (NRCA), under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. The NAVFAC Pacific small business office concurs with this decision. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N62742-18-R-0102. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-97-1-1-18 and DFARS Publication Notice 20180323. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611430 and the Small Business Standard is $11M average annual receipts over the past three years. The Naval Facilities Engineering Command Pacific (NAVFAC Pacific) requests responses from qualified sources capable of providing: Roofing industry training for NAVFAC Architects on roofing systems, including (1) types (built-up, modified bitumen, single ply, fluid-applied, metal, etc.), (2) applications (steep slope, low slope), and (3) related roofing issues (energy efficiency, thermal properties and insulation, air and vapor barriers, flashings, structural roof deck, wind resistance, FM/UL rating, current DoD policy, UFC 3-110-03 criteria, UFGS specifications, reroofing, quality assurance, etc.). Travel by vendor is required. Period of performance is Date of Award to September 30, 2019 Location of the work is at nine (9) locations: NAVFAC LANT and MIDLANT (Norfolk, VA), NAVFAC WASH (Washington D.C.), NAVFAC SE (Jacksonville, FL), NAVFAC NW (Bremerton, WA), NAVFAC SW (San Diego, CA), NAVFAC PAC and HI (Pearl Harbor, HI), and NAVFAC FE (Yokosuka, Japan), NAVFAC MAR (Guam), NAVFAC EURAFSWA (Naples, Italy).
