- 1. The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Liberia (the "Government" or "GOL") have entered into a Millennium Challenge Compact dated October 2, 2015 to help facilitate poverty reduction through economic growth in Liberia (the "Compact") in the amount not to exceed Two Hundred Fifty-Six Million Seven Hundred Twenty-Six Thousand United States Dollars (US$256,726,000) ("MCC Funding"). The Government's access to the MCC Funding expires on January 19, 2021, five years after the Compact entered into force on January 20, 2016. MCA-Liberia was created as the primary entity of the Government responsible for implementing Compact activities and managing the MCC Funding. The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia: a) lack of access to reliable and affordable electricity, and b) inadequate road infrastructure. To address these constraints, MCC and GOL designed the Compact program to consist of the following two Projects: (i) the Energy Project; and (ii) the Roads Project. Under these two Projects, the Compact includes funding for the rehabilitation of the Mt. Coffee Hydroelectric Power Plant ("MCHPP"), development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. The overall goal of the Millennium Challenge Account-Liberia (MCA-L) programs in the Mount Coffee Reservoir catchment area is to protect the quality and quantity of water that enters the reservoir. The Programs will work with residents of the catchment area to reduce human impacts on water flows and water quality that could adversely impact the Reservoir's capacity to generate electricity and to supply water for human use; while at the same enhancing the livelihoods of local communities. To mitigate adverse impacts on water quality and to support livelihood enhancement, this Water Sanitation and Hygiene (WASH) project is one of a number of MCA-L projects that will follow up on recent donor-supported activities that have taken place in the target communities of the Mt. Coffee Reservoir catchment area. These prior activities included significant work in the WASH sector. MCA-L will contract a firm to implement follow-on WASH activities that will support target communities to mitigate water quality impacts on waters entering the reservoir through: operation and use of appropriate WASH infrastructure; practice of proper WASH behaviors; and development of active community-based organizations that will sustain WASH infrastructure and behaviors. In addition to benefiting the operation of the reservoir, these WASH outcomes will result in: improved human health; pro-active community development organizations; and engaged and informed citizenry. Eventually, the beneficiary communities will ultimately contribute to environmentally sustainable local economic development in the catchment area target communities. 2. Water Sanitation and Hygiene (WASH) Project According to the report of the Environmental and Social Impact Assessment conducted by the Project Implementing Unit (LEC) in 2012, there are twenty-two (22) local communities within the Mount Coffee Hydro Power Plant (MCHPP) Reservoir Catchment Area. The objective of the Project is to address pending Water, Sanitation, and Hygiene (WASH) issues facing these 22 communities by increasing their capacity to address their own development priorities. MCA-L will contract a firm to implement follow-on WASH activities that will support target communities to mitigate water quality impacts on waters entering the reservoir through: 1) operation and use of appropriate WASH infrastructure; 2) practice of proper WASH behaviors; and 3) development of active community-based organizations that will sustain WASH infrastructure and behaviors. In addition to benefiting the operation of the reservoir, these WASH outcomes will result in improved human health; pro-active community development organizations; and engaged and informed citizenry. Summary Scope of Services MCA-L is seeking proposals for a Consultant to develop and implement a technical support program within the 22 communities around the MCHPP Reservoir that seeks to achieve the following WASH objectives: 1) All 22 targeted catchment communities are certified as Open Defecation Free (ODF) by accredited certifiers per GoL criteria: which includes: feces management; toilet use and upkeep; handwashing; solid waste management; household, compound, and community hygiene; and functional WASH Committee. 2) All targeted catchment communities have access to improved drinking water through appropriate water supply infrastructure, protected surface sources, improved practices in collection and storage. 3) All targeted catchment communities sustain their WASH infrastructure and ODF status and take steps to address additional WASH and community development challenges. 4) Schools serving communities in the catchment area have appropriate WASH hardware/infrastructure; students who demonstrate proper WASH behaviors; and systems to sustain the hardware/infrastructure and the improved WASH behaviors. 5) Appropriate GoL entities fulfill their responsibilities and mandates with respect to supporting sustainable community WASH. 6) The Raymond Camp Market pay-for-use Toilet operates sustainably through public/private sector management arrangements. 4. Indicative Tasks The basic tasks under the WASH Project are set out in the four phases listed below: a) Phase 1: Project Implementation Plans b) Phase 2: Develop Stakeholder WASH Action Plan c) Phase 3: Implement WASH Activity Plans d) Phase 4: Close-out and Sustainability 5. IMPORTANT! This is not a Request for Proposals (RFP). MCA-Liberia is not hereby requesting the submission of proposals in response to this pre-solicitation notice. This is also not intended as a shortlisting process. The purpose of this pre-solicitation notice is for interested and qualified consulting firms to express interest in being placed on MCA-Liberia's mailing list for receiving the RFP when it is released. MCA-Liberia intends to publish a Specific Procurement Notice and release the RFP within the next four weeks. This pre-solicitation notice does not obligate MCA-Liberia to release the RFP or award a contract, nor does it commit MCA-Liberia to pay for any costs incurred in response to this pre-solicitation notice.
