- THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15B20418B00000001 for the award of a firm-fixed-price construction contract for a project entitled Replace Perimeter Fence at the Federal Correctional Institution located at 655 Fairton-Millville Road in Fairton, New Jersey 08320. The anticipated performance period for the project will be 498 calendar days from issuance of the notice to proceed. The work to be performed in association with this project includes the following scope: Main Building 1. Fencing & Gates - This scope includes complete replacement of the lineposts, fence fabric, footings, and man gates on both the inside and outside perimeter fences of the main facility. The galvanized mesh fabric has corroded and undergone expansion and contraction. Several line posts have also rusted and broken at the base. 2. Total Perimeter Fencing - The total lineal footage of the perimeter fencing at the main facility is approximately 6,000 lineal feet for the inside fence and 6,100 lineal feet for the outside fence. 3. Gravel Walkway & Barbed Tape - The walkway zone between the inside and outside fences is composed of 100 crushed rock gravel base. Stone in this area has scattered, washed out, and no longer blocks vegetation. The stone shall be excavated and replaced, with inclusion of a new weed blocker barrier. The barbed tape at the inside and outside fences also requires replacement. 4. Perimeter Detection System - The inside perimeter fence currently has a SenStar TM motion detection system, installed in 21 contiguous zones. The system is powered by wiring installed in an underground duct bank. The system is to be replaced with a SenStar TM, or equal, perimeter detection product. 5. Vehicle Sallyport - The vehicle sallyport at the south side of the main facility requires replacement fencing and gates on the north, east, and west sides of the sallyport. The sallyport fences shall be replaced with a 22' high fence, similar to the outside sallyport fence. The inside gate, operator, and beams require replacement. Man gates accessing the vehicle sallyport shall be replaced, including manual locking devices. 6. Entrance Sallyport (Building ‘J') & Housing Entrance Vestibule Building - Rooftop Barrier - Above the entrance of the Sierra Unit, fencing and barbed tape extends approximately 10' in height maintain continuity of the secure perimeter around the Sierra Unit. The fencing is supported by line posts and beams attached to the roof. The fencing and its supports at this location require replacement. Sierra Unit 1. Fencing & Gates - The Sierra Unit is located to the southeast of the Main FCI Facility. The Sierra Unit is enclosed by its own perimeter fence, with separate vehicle and pedestrian entrances. Both the inside and outside fences, including the fabric, line posts, man gates, and footings require replacement. The outside fencing fabric at the Sierra Unit includes dark green privacy screening and should be replaced in kind. 2. Total Perimeter Fencing - The perimeter fencing at the Sierra unit covers approximately 3,000 lineal feet, cumulative of the inside and outside fencing. 3. Walkway & Razor Wire - A crushed rock gravel base covers the 20' walkway between the inside and outside perimeter fences. This stone shall be excavated and replaced. Replacement stone installation shall include a weed blocker barrier. Razor wire currently installed on the inside and outside perimeter fences requires removal and replacement. 4. Perimeter Detection System - The SenStar TM perimeter detection system at the Sierra Unit was installed in 2001. It is at the end of its useful life and requires replacement by a SenStar TM, or equal, detection system product. The system is connected to the Sierra Unit building via an underground duct bank. The project includes replacing the wiring according to the manufacturer's recommendation. The perimeter detection system at the Sierra Unit covers 11 contiguous zones. Re-zoning may be required of the replacement system, per the manufacturer's recommended layout. 5. Vehicle Sallyport - Both the inside and outside gates at the Sierra Unit vehicle sallyport require replacement. This work includes the operator drive gear, gate, and gate beam. The fencing on all sides shall be replaced to be 22' high. Man gates accessing the vehicle sallyport shall be replaced, including the manual locking devices. 6. Entrance Sallyport - Rooftop Barrier - Above the entrance of the Sierra Unit, fencing and barbed tape extends approximately 10' in height maintain continuity of the secure perimeter around the Sierra Unit. The fencing is supported by line posts and beams attached to the roof. The fencing and its supports at this location require replacement. The Contractor shall provide replacement installation of support line posts and beams adjacent the building to eliminate the need for attachment through the roofing membrane, as indicated in the drawings. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $5,000,000 and $10,000,000. ( NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range ). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238990 with a corresponding small business size standard of $15.0 million. Interested bidders must be registered in the SAM at www.sam.gov. The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above.
