- Special Notice Special Notice on Federal Business Opportunities Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. In accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available." Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." FEMA intends to award this purchase order to Weidmann Diagnostic Solutions, Inc., located in Bensalem, PA (DUNS # 064436074) for the performed diagnostic testing of MWEOC's transformers, as well as Sulfur Hexafluoride (SF6) testing of the S&C Electric pad mounted switch. The vendor noted above has compiled a significant amount of historical data which is required to diagnose and analyze the performance of this equipment. They use historical data gathered from prior diagnostic testing and analysis of transformer equipment to help MWEOC's electricians identify which units require further action; enhance unit reliability and performance; enable better planning for future loading requirements, reduce costs and prioritize expenditures. Without the use of historical data compiled by Weidmann, MWEOC's electricians would not be able to make informed and intelligent life-cycle decisions for its transformer equipment in order to implement actions to enhance their performance and to mitigate unplanned replacement or repair expenses.. FastLane is capable of providing the services required, however, if any other vendor believes they are capable of equally providing the services necessary, they are encouraged to contact Kevin Hennigan via email at fema-nccs-acq@fema.dhs.gov with the subject line: "FY18 FedBizOpps- Transformer Oil Testing". Please also included your business's DUNS number in the response. All responses to this notice shall be submitted no later than May 04, 2018 at 10:00am EST. Capabilities, qualifications and other information provided will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government and FEMA.
