- INTENT TO AWARD - DEVELOPMENT OF REGIONAL HYDRAULIC GEOMETRY CURVES - ARKANSAS The Department of the Interior, US Geological Survey, Reston Acquisition Branch, Reston, VA, intends to award a non-competitive, fixed price contract to Mitigation Surveying Services, LLC, located in Benton, Arkansas. The US Geological Survey Lower Mississippi Gulf Water Science Center (LMG WSC), Arkansas Water Science Center, based in Little Rock, Arkansas, has a requirement for services needed to complete a three-year study developing regional hydraulic geometry curves for the Boston Mountains in Arkansas. The period of performance is for one base period of 1 day after receipt of award thru 09/30/2018. The NAICS for this requirement is 541620. The size standard is $15,000,000.00. This is not a small business set-aside. These services include collecting study site geomorphic topographic and bed sediment data, data analysis, and report writing. The USGS LMG WSC has a critical need to acquire these services so the study may be completed this, the final year of funding. Mitigation Surveying Services, LLC is the only known source for the services. Mitigation Surveying Services, LLC is the only known source that is familiar with the project and its objectives and methods. MSS has the experience and technical expertise needed to assist with required tasks including the selection of appropriate study reach cross-sections; identification of bankfull, inner berm and other fluvial geomorphic features; conducting geomorphic topographic surveys using both traditional Total Station and Global Navigation Satellite System methods; collecting and analyzing bed sediment samples; developing, running, and assessing fluvial geometry model runs; and compiling data from various devices and platforms. MSS is also an experienced, published, author that is familiar with the USGS publication process and will be an asset in the writing of the final report. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 (b)(1) Only One Source Reasonably Available. All responsible sources may submit a quotation with capability statement no later than 05/02/2018 at 5:00PM ES which shall be considered by the agency. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. An award will be made on or about 05/03/2018. Pursuant to FAR 5.102 Availability of Solicitations, the justification for other than full and open competition will be made available within 14 days after contract award.
