Description
1. The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Liberia (the "Government" or "GOL") entered into a Millennium Challenge Compact dated October 2, 2015 to help facilitate poverty reduction through economic growth in Liberia (the "Compact") in the amount not to exceed Two Hundred Fifty-Six Million Seven Hundred Twenty-Six Thousand United States Dollars (US$256,726,000) ("MCC Funding"). The Compact entered into force on January 20, 2016 and expires on January 19, 2021. The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia: a) lack of access to reliable and affordable electricity, and b) inadequate road infrastructure. 2. Under the Energy Project, the Compact covers funding for the rehabilitation of the Mt. Coffee Hydropower Plant (MCHPP), including, amongst other things, the cost of rehabilitating the raw water intake at the MCHPP and the raw water transmission line from MCHPP to the Water Treatment Plant (WTP) in White Plains, Liberia. MCA-Liberia will sign agreements that stipulate the respective roles and responsibilities of MCA-Liberia, Liberia Electricity Corporation (LEC) and the Liberia Water and Sewer Corporation (LWSC) during the rehabilitation of the raw water intake and transmission line. 3. The Raw Water Pipeline Project The objective of the Project is to replace the raw water pipeline from the dam at the MCHPP to the WTP in White Plains, Liberia. Prior to Liberia's civil war, there were two raw water supply sources feeding the WTP: a) A 42-inch intake pipe and lift pumps on the St. Paul River where the WTP is located, and b) A 36-inch ductile iron pipe (DIP) that transmitted water by gravity from the dam at the MCHPP to the WTP. In the 1970s, the gravity pipeline was installed to replace the 42-inch intake at the WTP due to saltwater intrusion at the river intake. The proposed pipeline route is approximately 5.5 km long and generally follows the original alignment of the pipeline with small deviations. Replacement of the river intake pumps with gravity flow through the new pipeline will reduce energy use at the WTP. In addition, the improved reliability of the raw water supply to the WTP will result in more consistent water supply to the LWSC service area. Studies and designs have been performed for portions of this project. In 2016, detailed pipeline design, drawings, specifications and a Bill of Quantities (BOQ) were prepared for a new water line from the newly refurbished penstocks of the MCHPP to the boundary of the power plant property. In February 2018, a feasibility study, preliminary design and drawings, an Environmental and Social Impact Assessment (ESIA), an Environmental and Social Management Plan (ESMP), and a Resettlement Policy Framework (RPF) were completed for the water line from the power plant boundary to the White Plains WTP. 4. Summary Scope of Services MCA-Liberia intends to procure a Works Contractor for executing a design-build contract following FIDIC Conditions of Contract for Plant and Design-Build 1999 ("Yellow Book"), MCC and Liberia Environmental Protection Agency Environmental Guidelines and the IFC Performance Standards. The Scope of Work comprise all Works (detailed design, manufacture, supply, erection, construction, installation, testing, commissioning and training) necessary for the Works Contractor to design and construct fixtures, fittings, and equipment for the Works to be fit for conveying water from the MCHPP reservoir to the WTP. 5. Indicative Tasks The tasks to be performed by the Contractor shall include, but not be limited to the, following: a) Preparation of detailed design package (Reports, Drawings and Technical Specifications) b) Obtaining all required construction permits c) Preparation of the Resettlement Action Plan (RAP). d) Implementation of the RAP e) Construction f) Commissioning and Testing g) Participation in Dispute Adjudication Board (DAB), if required. h) Preparation of Operation and Maintenance (O&M) Manuals i) Resolution of issues during the Defect Notification Period (DNP) 6. IMPORTANT! This is not a Request for Bids (RFB). MCA-Liberia is not hereby requesting the submission of bids in response to this pre-solicitation notice. This is also not intended as a shortlisting exercise. The purpose of this pre-solicitation notice is for interested and qualified contractor to express interest in being placed on MCA-Liberia's mailing list for receiving the RFB when it is released. MCA-Liberia intends to publish a Specific Procurement Notice and release the RFB within the next four (4) weeks. This pre-solicitation notice does not obligate MCA-Liberia to release the RFB or award a contract, nor does it commit MCA-Liberia to pay for any costs incurred in response to this pre-solicitation notice. Contractors interested in receiving the RFB should register their interest by sending an e-mail, giving full contact details of the Contractor to the address below. This will ensure that the Contractor gets a copy of the RFB and any updates.
