Description
SPECIAL NOTICE; In-vitro Diagnostic Lab Reagent Supply VA Pittsburgh, PA This is a full and open Special Sources Sought Notice. This is NOT a solicitation for proposals, quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposals (RFQ) at this time. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. The purpose of this notice is to determine existing sources of supply for in-vitro diagnostic lab reagents for use in hospital lab through manufacturers, resellers, and distributors. A listing of specific items and the estimated annual usage at the VA Pittsburgh Healthcare System (VAPHS) is attached in the Draft Statement of Work. The item numbers in use are specific to the current supplier however Brand Name or Equal items shall be considered. VA is most interested in the capability of Small Business firms to manufacture the required (see draft SOW attached) of In-vitro Diagnostic Substances, Reagents, Test Kits, and Sets (specifically staining supplies and Media) for use in hospital laboratories. All responses to this notice should include the following; socioeconomic category (large business, small business, etc ) whether respondent is a manufacturer or reseller, technical/capability information, ability to meet VAPHS requirement; which /how many of the items on the list can be provided your existing customers for these type items, If a reseller or distributor, provide information regarding which manufacturer(s) your firm is authorized or licensed to represent. Does respondent hold an Federal Supply Schedule contract.if so identify. The NAICS Code for the expected acquisition is 325413 In-Vitro Diagnostic Substance Manufacturing, with a Size Standard of 1250 employees and the PSC Code is 6550 In-vitro Diagnostic Substances, Reagents, Test Kits. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. Interested sources may submit a 1 or 2 page capability statement with enough detail for the Government to make an informed decision regarding such capability. The statement should identify supplier s name, address, point of contact, phone and fax numbers, e-mail addresses and business type and size. Any pertinent GSA Schedule numbers with expiration date should also be provided. Please email capability statements to: Herb Byrns at Herbert.byrns@va.gov by 4:00 PM on May 14, 2018. Telephone inquiries will not be accepted. Please note "VAPHS In Vitro Special Notice" in the subject line of the email. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that the response is complete and sufficiently detailed to allow the Government to determine the organization s qualifications to deliver the supplies. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
