Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. The Naval Surface Warfare Center Dahlgren Division intends to award an indefinite delivery, indefinite quantity contract with firm fixed price task orders to a Service-disabled Veteran-owned Small Business Concern (SDVOSB), Metateq Inc. (Alexandria, VA). Description of work: This is a non-personal services contract for scientific, technical, and engineering services supporting the Strike Group Defender program. The Contractor shall provide rapid prototyping, software engineering, systems integration, modeling and simulation, and software lifecycle support services to develop a live, distributed, virtual multi-player war-gaming and simulation environment within Joint Cognitive Operations Research Environment. The anticipated ordering period of the contract is 5 years. A SOLICITATION WILL NOT BE POSTED. Based on previous market research conducted (See Corresponding Sources Sought Notice), the Government intends to proceed with this sole source action as one qualified SDVOSB entity was located. The NAICS code is 541715. The size standard as defined by the U.S. Small Business Administration is 1,000. Current market research established that the Government's need may not be met by the type of item or service customarily available in the commercial marketplace that would meet the definition of a commercial item as outlined in FAR 2.101; therefore the procedures outlined in FAR Part 12 will not be used for this acquisition. The statutory authority permitting other than full and open competition is 15 U.S.C. Section 657f, as implemented by the Federal Acquisition Regulation (FAR) 6.302-5(b)(6), Authorized or required by statute. All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses and questions shall be submitted to victoria.le@navy.mil. The Naval Surface Warfare Center Dahlgren Division is not responsible for any costs incurred by responding to this notice.
