- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Info-Link Technologies, Inc., 6075 Sunset Drive 3 rd Floor, Miami, Florida, 33143 using the procedures in FAR Part 13. The Fishing Effort Survey (FES) is a bi-monthly, cross-sectional mail survey designed to estimate the total number of private boat and shore-based recreational fishing trips taken by residents of Atlantic and Gulf of Mexico coastal states. A preliminary analysis has demonstrated that households with a registered boat are more likely to participate in saltwater fishing than other segments of the population. The FES does not currently use information from states’ lists of registered boaters. Incorporating boat registration data into the FES design may further increase the efficiency of the survey. Because of this, NOAA Fisheries, Office of Science and Technology (OST), requires a contract to append boater registration data to samples of residential addresses. This work will support the FES design, and will further support the administration of the FES. By matching addresses to boat registration databases, OST can identify households with a higher likelihood, due to increased access, to participate in recreational saltwater fishing. This will stratify the sample into more precise groupings which will provide OST the opportunity for more accurate non-response bias adjustments, thereby increasing the accuracy of final, state-level, estimates of fishing efforts, It is in the best interests of the federal government to award this contract as a sole source to Info-Link Technologies, Inc. They have unique licensing agreements with all coastal states to compile and distribute boater registration data for the purposes of data collection and marketing. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 518210 with a business size standard of $32.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1:00 pm EST, May 2, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must be provided of ability to provide the required supplies. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
