- Technical Evaluation Statement of Work RFP The Drug Enforcement Administration (DEA) requires Lab Accreditation Services. The applicable North American Industry Classification System (NAICS) is 541380, Forensic Testing Laboratories/Services. This is a full and open competition. The successful contractor will be responsible for providing required lab accreditation services in order to maintain our standing in the larger forensic, law enforcement and legal communities and notify the general public that the DEA laboratory system is able to conform with established standards from ISO:IEC 17025:2017 General requirements for the competence of testing and calibration laboratories, and any related supplemental forensic testing laboratory requirements set forth by the selected accrediting body. The eventual contractor shall be responsible for providing assessment reports and a final accreditation decision. The accrediting body's program shall include professional, peer-based recognition to include law enforcement related forensic science laboratories. The accrediting body chosen for the 2017 accreditation of the DEA laboratory system shall be recognized for its legitimacy within the forensic science community. Accordingly, the DEA laboratory system's ongoing leadership, management of operations, training of personnel, analytical techniques and methods, and policies and procedures will be recognized as creditable in the areas of chemical analyses, digital evidence and latent print examinations. The government intends to procure these services pursuant to FAR Part 13.5 in accordance with FAR 12 and 13 procedures. It is anticipated that this acquisition will result in the award of a single Firm Fixed Price/Time and Materials for Travel contracts. The anticipated period of performance will consist of one base period plus for 12 month option periods.
