Only the DRAFT documents are being provided at this time. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Responses to this draft solicitation will be used for market research purposes to assist the Government with determining the appropriate acquisition strategy. Any information provided by industry to the Government is strictly voluntary. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submitted information or the Government's use of such information. The following documents have been uploaded to Federal Business Opportunities (FBO): 1. WSOTS II Draft Solicitation 2. WSOTS II Draft PWS & Attachments (Attachments 1 through 3 and 5 through 9, listed in Section J) QUESTIONS/COMMENTS: Vendor input is due no later than 1000 Mountain Time, Monday, 7 May 2018. Request each vendor provide one (1) consolidated list of questions/comments. Please provide a specific paragraph and document reference for each question/comment. Additional inquiries made after the above date and time will not be considered for review and possible incorporation into the final solicitation. Vendor questions, to include Government responses, will be provided on FBO at a later date. Questions/comments shall be emailed to Ms. Jennifer Baker at jennifer.d.baker2.civ@mail.mil and Mr. Christopher Baldwin at christopher.a.baldwin22.civ@mail.mil. Vendors are reminded that the WSOTS II Acquisition Strategy has not been approved; and therefore, could change before final solicitation issuance. If/when final solicitation is issued, it is the vendor's responsibility to ensure understanding of the terms and conditions as identified in the final solicitation. Additional information, as it becomes available, will be posted to FBO as an amendment to this announcement. It is the responsibility of interested parties to review FBO frequently for updates/amendments to any and all documents. ORGANIZATIONAL CONFLICT OF INTEREST (OCI): Reference Section L-1.14, the Government anticipates requesting early submissions of Volume 1. When the Government finalizes an early submission date, FBO will be updated to notify industry. The date listed in L-1.14 is an estimate.
