- Draft RFP N00024-18-R-2317 T he purpose of this announcement is to provide the DRAFT Request for Proposal (RFP) N00024-18-R-2317. This draft RFP is for the accomplishment of Post Shakedown Availabilities (PSA) of two DDG 51 class guided missile destroyers. PSAs are intended to accomplish correction of Government responsible trial card deficiencies; new work identified between ship custody transfer at the start of the PSA; and the incorporation of approved engineering changes, which were not incorporated during the construction period, and are not otherwise the shipbuilder's responsibility. This draft RFP shall not be construed as a solicitation, request for proposal, request for quote, or as an obligation on the part of the Government. This announcement may or may not translate into an actual procurement in the future. There is no funding associated with this draft RFP announcement. The Government assumes no financial responsibility for any costs incurred by respondents. Any information submitted by respondents as a result of this announcement is strictly voluntary. No information contained in this draft RFP shall supersede any information contained in the final RFP if issued. The formal RFP (including amendments), when issued, is the only solicitation document that should be relied upon in determining the Government's requirements. A draft RFP is an important tool to seek input from Industry on the Government's requirement and to ensure greater understanding on both sides of the acquisition. Respondents may provide feedback to the Government by highlighting errors, omissions and ambiguities, and provide any other comments and suggestions as necessary. Respondent's feedback must provide enough information with each comment to allow the Government to identify the part of the solicitation that is being referenced. This may include describing the document/attachment name, solicitation section, paragraph, clause or other definitive reference citation. The Government intends to hold Industry one-on-one information sessions following receipt of respondent's feedback. As such, respondent's feedback submittals shall also include a list of possible participants inclusive of titles and point of contact information in order to establish suitable meeting times. Interested parties who consider themselves qualified to perform the efforts described herein are invited to submit a response to this draft RFP no later than 1500 Eastern on Friday, 11 May 2018.
