Description
The Naval Facilities Engineering Command, Far East (NAVFAC FE), Facilities Engineering and Acquisition Division (FEAD) Yokosuka intends to issue a solicitation for repair to Urago AMMO Magazines TC-10, TC-16 and TC-18 at the NOF Urago, Yokosuka, Japan. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), this notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research. The intent of this notice is to identify potential bidders to repair to Urago AMMO Magazines. No solicitation or specifications are currently available. GENERAL INFORMATION FEAD Yokosuka is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein. The North American Industry Classification System (NAICS) Code for this procurement is 236210 Industrial Building Construction. The proposed scope of work 1.The work includes providing mechanical building, dehumidifier, exhaust fan, underground electrical distribution, and lightning protection; painting and repainting of interior and exterior building; modification of existing cubicle type unit substation; repairs of floor, wall of cave. 2.Replace all existing lightings with LED ones Completion of Work: The contractor shall be required to complete the entire work, ready for use, not later than 660 calendar days. The time for completion shall include final clean-up of the premises. The estimated magnitude for this procurement is under 500,000,000/$5,000,000. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1: Statement of Interest Questionnaire. Respondents will not be notified of the results of the Navy s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement electronically to Ms. Mayumi Ikeno at mayumi.ikeno.ja@fe.navy.mil no later than 10:30 am Japan Standard Time (JST) on 18 May 2018. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will not be issued to any respondent.
