- Request for Information: 1. General. This is a REQUEST FOR INFORMATION (RFI) and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Project Description. Portland District, U.S. Army Corps of Engineers (NWP) Regulating Outlet (RO) gates are currently controlled by hydraulic cylinders operating with traditional mineral oils at pressures from 800 to 1500 pounds per square inch (psi) working pressures. NWP is seeking alternative means to operate the gates reliably that reduces the environmental risk posed by utilizing RO gates which contain up to several thousand gallons of oil in the systems. The purpose of this RFI is to identify industry's availability and capability of producing large non-hydraulic operators for medium-to-large slide gates that control the flow of water through low-to-high head dams in NWP's area of responsibility. NWP is currently investigating the rehabilitation of up to 48 RO gates across numerous NWP flood control dams. Operational Requirements: • The application requires slide and roller gates to be driven up and down. • Range of application (lower bound): 5.5' x 6.5' gates operating at a maximum require up-force of 125,000lbf and uses a 4" stem. • Range of application (upper bound): 6.5' x 12.5' operating at a maximum require up-force of 650,000lbf and uses a 7" stem. • Range of current operator stem sizes: 4" to 8", detailed analysis has yet to be performed to verify stem sizing going forward. • Stem material shall be corrosion resistant stainless steel or material with equivalent performance. • Operating Speed ~0.5 ft/minute • Operators must have a proven track record. Similar size, application, and service life. References of past projects are highly desired. • Operator legacy support. NWP desires manufacturer support for a minimum of 20-25 years. Additionally, detail design of equipment must be provided at time of purchase. USACE is not looking for a "black box" and must be able to maintain operators after manufacturer production of spare parts end. • Usage: Assume 2 incremental operations of 1 foot per day plus 4 full open/close operations per year at full load. • Service life (minimum): 50 years at given usage before replacement is required. • Minimum duration between major services requiring significant teardown: 10 years • Operator must be able to fit through existing service hatches in dams. See drawing examples (Dorena and Hills Creek) • Operators must be physically fit in the existing equipment spaces while providing adequate access for operation and maintenance staff. • Operator must be able to be serviced by USACE staff (i.e. service required by manufacturers authorized representatives only is not acceptable). • Oils and lubricants must not enter the water passage. Oils should be kept to a minimum in general. Other Information: • Gates, controls, power, will be new and designed by USACE, assume operator stem to be a bare threaded end at this time. • Power available is 480V 3. Request for Information.
