- MARKET SURVEY N32205-MS-PM4-18-013 27 APRIL 2018 FROM: MILITARY SEALIFT COMMAND NORFOLK, SPECIAL MISSIONS PROGRAM (PM4), N04103B MARKET SURVEY NO: N32205-MS-PM4-18-013 SUBJECT: MARKET SURVEY SPECIAL TIME CHARTER; EOD GROUP ONE MINE COUNTERMEASURE (MCM) FLEET EXERCISE THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1.THE MILITARY SEALIFT COMMAND (MSC) REQUESTS A U.S. FLAG VESSEL CAPABLE OF PROVIDING OPERATIONS AND TRAINING SUPPORT WHILE INPORT AND UNDERWAY. SUPPORT FOR SURFACE-SUPPLIED DIVER TRAINING/OPERATIONS, AND DIVER SUPPORT TRAINING EVOLUTIONS SHALL BE PROVIDED ON A CONTINUOUS 24-HOUR BASIS AS NECESSARY. THE VESSEL SHALL BE PREPARED TO LOAD AND SECURE SPONSOR MISSION EQUIPMENT AND MATERIALS INCLUDING A SMALL BOAT AND GOVERNMENT MILVANS DESCRIBED BELOW, PROVIDE REPLENISHMENT/MINOR MAINTENANCE SUPPORT AND PROVIDE MESSING AND BERTHING. THE VESSEL SHALL BE PREPARED TO STORE EXPLOSIVE MATERIALS IN GOVERNMENT PROVIDED READY STORAGE LOCKERS (RSL) AS REQUIRED FOR OPERATIONS. THE VESSEL WILL ALSO SUPPORT LOADING, STORAGE AND DISCHARGE OF GOVERNMENT MATERIALS AND EQUIPMENT BY ARRANGING FOR ANY SHORE-SIDE CRANES AND MATERIAL HANDLING EQUIPMENT IF REQUIRED. 2.AREA OF OPERATIONS: OPERATION SHALL BE CONDUCTED IN SOUTHERN CALIFORNIA (SOCAL), CAMP PENDLETON AREA AND/OR WITHIN FIFTEEN (15) NM OF IMPERIAL BEACH, CA. 3.LAYDATE: COMMENCING ON 16 JULY 2018 AT 0700 4.DELIVERY: NAVAL BASE, POINT LOMA CA 5.CHARTER PERIOD: 16 - 20 JULY 2018 (5 DAYS) 6.THE VESSEL SHALL HAVE THE FOLLOWING MINIMUM CHARACTERISTICS: VESSEL REQUIREMENTS TABLE FLAGUSA CLASSIFICATIONAN UNINSPECTED PASSENGER VESSEL OF GREATER THAN 100 GRT OR USCG CERTIFIED (COI) WITH NO RESTRICTIONS TO SUSTAIN 5 DAYS UNDERWAY NAVIGATION AND CONDUCTING OF OPERATIONS WITH CARRIAGE OF 10 PASSENGERS DECK EQUIPMENT1)SHIPBOARD CRANE, CAPABLE OF LAUNCHING AND RECOVERING A F580 ZODIAC BOAT, 1250 LBS, OFF/ON TO THE DECK. ** 2)NEAR WATER DECK (NTE 5'AWL) FOR SMALL CRAFT TO LOAD/UNLOAD GEAR AND PERSONNEL. 3)CAPABILITY OF REFUELING SMALL CRAFT, GENERATORS, AND COMPRESSORS WITH APPROX. 60 GALLONS OF GASOLINE. STABILITYTHE VESSEL SHALL HAVE SUFFICIENT LENGTH AND BREADTH TO PROVIDE STABILITY FOR THE LAUNCH AND RECOVERY OF THE ZODIAC F580 IN SEA STATE 3 VESSEL ENDURANCE5 DAYS CREW REQUIREMENTSALL CREW MUST BE U.S. CITIZENS AND PROPERLY DOCUMENTED FOR MARINE EMPLOYMENT MESSING AND BERTHINGBERTHING FOR TEN (10) PASSENGERS AT SEA FOR 5 DAYS. VESSEL TO SUPPLY THREE (3) HOT MEALS PER PERSON PER DAY VESSEL DECK SPACE1)PROVIDE DECK SPACE TO STORE ONE F580 ZODIAC BOAT, APPROX 19X8 FT (1,250LBS). 2)LAY DOWN FOR 25'L X 12'W X 8'H MILVAN (22,000LBS) 3)LAY DOWN FOR 16' X 8' X 8' MILVAN (9,000 LBS) 4)LAY DOWN FOR 16' X 9' X 8' MILVAN (4,000 LBS) 5)LAY DOWN FOR 6' X 6' AUXILIARY EQUIPMENT 6)FRESH WATER WASHDOWN VIA GARDEN HOSE. EXPLOSIVE STORAGE1)CERTIFIED TO CARRY A NET EXPLOSIVE WEIGHT UP TO 20 LBS. OF 1.1 2)DECK SPACE AVAILABLE TO STORE EXPLOSIVES 3)COORDINATE WITH APPROPRIATE AUTHORITIES TO CERTIFY ON LOAD OF SAID EXPLOSIVES. **THE OFFEROR IS RESPONSIBLE FOR COORDINATING ONLOAD AND OFFLOAD OF DECK EQUIPMENT WITH MISSION SPONSOR. SPONSOR WILL PROVIDE A PIER AND CRANE AT 32ND ST. NAVAL STATION (WITH OPERATORS) OR TRANSPORT DECK EQUIPMENT TO A CONTRACTOR PROPOSED PIER WITHIN 50 MILES OF NAVAL BASE POINT LOMA, NAVAL MINE AND ANTI-SUBMARINE WARFARE COMMAND.
